Former Watertown foster parents charged with sodomy, state police say

WATERTOWN, NY — State Police have arrested Daniel Kemp, 49, and Shanynn L. Kemp, 50, formerly of Watertown, NY, following a joint investigation with Fort Bragg Criminal Investigation Command.

Daniel Kemp was charged with (4 counts) Sodomy 1st degree, a class “B” felony.

Shanynn L. Kemp was charged with (3 counts) Sodomy 1st degree – Victim under the age of 11 years old.

The arrests are the result of an investigation into a victim disclosing the abuse to the New York State Police and the Fort Bragg Investigation Command. The Kemps were foster parents in Jefferson County between February 1998 and December 2000.
