LOWVILLE, NY — Brandon R. Chapel, 21, Castorland, was charged by Lowville police on July 17 with petit larceny, fifth-degree criminal possession of stolen property, attempted petit larceny and jostling.
Mr. Chapel allegedly stole a bicycle and was in possession of the bicycle, police said.
“In a separate incident, Mr. Chapel approached a female smoking in a parking lot and attempted to grab her purse to check for a cigarette,” police said.
He was arraigned in Lowville Village Court and sent to the Lewis County Jail with bail set at $500 cash.
