WATERTOWN, NY — Kevin B. Youmans, 18, of 544 Cooper St., Apt. 2, Watertown, was charged by Watertown police at 9:09 p.m. Tuesday, June 19, at his residence with disorderly conduct.
Police said Mr. Youman was observed obstructing traffic in the 500 block of Cooper Street at about 8:51 p.m. Tuesday.
He is summoned to appear July 3 in City Court.
