—  A village man is facing felony charges after Jefferson County Sheriff’s Deputies say he assaulted an 11-month-old girl last week, leaving her in critical condition at a Syracuse hospital as of Thursday evening.

Kelly J. Keegan, 32, of 27378 Washington St., Chaumont, was arrested Tuesday and arraigned before Lyme Town Justice Richard D. Wallace, who sent him to the Metro-Jeff Public Safety Building, Watertown, with bail set at $25,000 cash.

He is charged the with felony counts of first-degree assault and reckless assault of a child.

Justice Wallace identified the infant assault victim as Kate Cawvey, daughter of Taylor E., of 28611 Empie Rd., Three Mile Bay.

Court documents say Keegan caused “physical injury to the child to include friction burns to the child’s ears, an arm fracture and a violent blunt force trauma to the child’s head where the defendant cause the child’s head to strike a hard surface/object,” at the Cawvey’s home, sometime between 9 a.m. and 4 p.m. on Friday, March 18.

No specific weapons were mentioned or identified in the court documents.

The baby, who was treated Friday at Samaritan Medical Center and later transported to Upstate Medical University, Syracuse, remains in critical condition according to the Jefferson County Sheriff’s Department.

“The baby’s condition hasn’t changed at all,” Sheriff John P. Burns said. “The baby’s still critical.”

During Keegan’s arraignment, Wallace issued him an orders of protection to stay away from both the infant and her mother

Keegan told Wallace that he will be represented by Watertown Attorney John W. Hallett, Esq.

A “Team KATE Rally,” event to raise money for travel expenses for the baby’s family is scheduled for noon Sunday, April 10, at Pewter Mug, 1313 State St., Watertown.
