Watertown Police Department:
Samantha A. Morrison, 34, of 30204 Route 3, Black River, was charged by Watertown police at 2:44 p.m. Sunday, Jan. 6, in the 100 block of Mill Street with aggravated driving while intoxicated, expired inspection and failure to stop at a red light. Her blood alcohol content was 0.36 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. She is summoned to appear Jan. 23 in City Court.
Vernon J. Charlton Jr., 56, of 310 S. Massey St., Apt. 2, Watertown, was charged by Watertown police at 2:48 a.m. Monday, Jan. 7, at his residence with fourth-degree criminal mischief. Mr. Charlton allegedly damaged a picture frame valued at $3 and a wall decal valued at $4 belong to Ellen Hallenbeck, 37, during a domestic incident at about 2:36 a.m. Monday at 310 S. Massey St., according to court documents. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in City Court.
Henry R. Carter, 36, of 914 Remington St., Watertown, was charged by Watertown police at 1:08 a.m. Sunday, Jan. 6, at his residence with third-degree assault and seventh-degree criminal possession of a controlled substance. He is accused of striking his wife, Samantha Webb-Carter, 30, causing a large contusion and laceration to her face causing her to lose consciousness during a domestic incident at about 12:36 a.m. Sunday at 914 Remington St., according to court documents. He also allegedly possessed a glass pipe with white residue which tested positive for cocaine, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday morning in City Court.
Eric S. Widner, 19, of 502 Academy St., Apt. 1, Watertown, was charged by Watertown police at 6:50 p.m. Jan. 4 at his residence with third-degree assault and fourth-degree criminal mischief. Mr. Widner is accused of punching and kicking Nathan J. Smith in and around his head during a physical altercation causing lacerations to Smith’s face while being aided by several other subjects at about 6 p.m. Oct. 26, 2018, at 236 N. Rutland St., according to court documents. Mr. Smith’s eye glasses valued at $675 were damaged during the incident, police said. He is summoned to appear Jan. 16 in City Court.
Christina M. Woodward, 40, of 89 Bridge St., Carthage, was charged by Watertown police at 8:04 p.m. Friday, Jan. 4, at 1816 State St. with second-degree harassment. She is accused of striking Carol Schneider in the left side of her face with a closed fist causing the area to become swollen and discolored at about 12:20 a.m. Dec. 16 at Hitchin’ Post tavern, 400 Court St., police said. She is summoned to appear Jan. 29 in City Court.
Kimberly A. Fetterman, 32, of 309 Mill St., Apt. 202, Watertown, was charged by Watertown police at 1:17 p.m. Saturday, Jan. 5, in the 300 block of W. Main Street with second-degree aggravated unlicensed operation and no inspection. She is summoned to appear Jan. 17 in City Court.
Alasward Khan, 49, of 537 Cross St., Apt. B, Watertown, was charged by Watertown police at 1:40 p.m. Friday, Jan. 4, in the 100 block of Cedar Street with second-degree aggravated unlicensed operation and unsafe lane change. He is summoned to appear Jan. 17 in City Court.

Brandye L. Tiff, 35, Syracuse, was charged by state police at 10:45 p.m. Saturday, Jan. 5, with first-degree criminal contempt and second-degree harassment in connection with an incident reported in the town of Philadelphia. Troopers did not provide further details.
Nicole L. Cronon, 41, Pulaski, was charged by state police at 3:28 p.m. Saturday, Jan. 5, at 1879 Harwood Drive in Lacona with two counts of second-degree possession of a forged instrument in connection with an incident reported Nov. 19 in the town of Sandy Creek.
Robert M. Fowler, 39, Potsdam, was charged by state police at 12:18 p.m. Saturday, Jan. 5, at 613 Welch Road in the town of DeKalb with felony aggravated driving while intoxicated. Troopers did not provide further details. The DWI charge is a felony due to a previous DWI conviction within the past 10 years, according to state police.
Kevin O. Diaz, 21, Croghan, was cited by state police at 8:55 p.m. Saturday, Jan. 5, on N. Broad Street in West Carthage with unlawful possession of marijuana and inadequate headlights. He is summoned to appear in court at a later date.
Kaylin R. McNulty, 28, Antwerp, was charged by state police at 5:30 p.m. Saturday, Jan. 5, at 19 Mechanic St. in the town of Antwerp with second-degree aggravated unlicensed operation and leaving the scene of a property damage accident.
