Watertown Police Department:

Heather N. Freeman, 34, of 232 W. Main St., Apt. 12A, Watertown, was charged by Watertown police at 10:05 p.m. Thursday, July 26, at 232 W. Main St. with second-degree harassment and endangering the welfare of a child. Ms. Freeman is accused of pulling an 11-year-old to the ground and punched her in the ribs while intoxicated at about 9:32 p.m. Thursday at 232 W. Main St., according to court document. The incident caused the child to suffer a panic attack, police said. She was being held pending arraignment Friday morning in City Court.

Bryson L. Livingston, 26, of 11 Public Square, Apt. 601, Watertown, was charged by Watertown police at 8:59 p.m. Thursday, July 26, at his residence with first-degree criminal contempt, a felony, and second-degree harassment. He is accused of violating the terms of a County Court refrain-from order of protection when he shoved LeAnne Jarvis during a domestic incident at about 8:43 p.m. July 25 at 11 Public Square, Apt. 101, police said. He was being held pending arraignment Friday morning in City Court.

On 7/16/18 at 5:30 p.m., a 15-year-old male was charged with Juvenile Delinquency for acts if committed by an adult, would constitute the charges of Criminal Contempt, 2nd degree and Criminal Mischief, 4th degree, both class A misdemeanors.  The male is accused of pushing the victim of which has an active order of protection filed against him and pulling the wires out, so the victim could not contact emergency services.  The male and his parent were issued a Juvenile Appearance Ticket referring them to the Oswego County Probation Dept.

On 7/26/18 at 6:59 a.m., Brittainy A. Parker, 25, of 180 Ridge Rd., Oswego, NY was arrested based on a Felony Bench Warrant issued out of Oswego County Drug Court.  Ms. Parker was transported to the Oswego County Correctional Facility to await court.

On 7/26/18 at 12:10 p.m., Drew M. Pelkey, 27, of 131 Creamery Rd., Oswego, NY was arrested for 3 counts of Petit Larceny, a class A misdemeanor stemming from the investigation into larcenies that occurred on 7/11/18 in the Town of Scriba where items were stolen out of vehicles.  Mr. Pelkey was arraigned in the Town of Scriba Court and remanded to the OCJ in lieu of $10,000 cash or $20,000 bond with a return to court on 7/26/18. At the same time, Mr. Pelkey was arrested for Burglary, 3rd degree, a class D felony and Petit Larceny, a class A misdemeanor stemming from an incident that occurred on 7/13/18 in the Town of Scriba where he allegedly unlawfully entered a building and stole consumable items.  Mr. Pelkey was arraigned in Scriba Town Court and remanded on above bail with a return to court on 7/26/18.

He was also arrested for Burglary, 2nd degree, a class C felony; Grand Larceny, 3rd degree, a class D felony and Petit Larceny, a class A misdemeanor stemming from the investigation into an incident that occurred in the Town of Scriba where he allegedly stole a vehicle from a residence along with cash and insulin.  Mr. Pelkey was arraigned in Scriba Town Court and remanded on above bail with a return to court on 7/26/18.

On 7/26/18 at 7:52 Kenneth M. Cardinell, 26, of 5548 SR 104, Oswego, NY was arrested for AUO, 3rd degree; Refusal to Take Breath Test; Unlawful Possession of Marihuana and Failure to Obey Police Officer following a traffic stop that was reportedly initiated during the investigation into a domestic incident that occurred in the Town of Granby and with him operating a vehicle north on SR 481 into the City of Oswego.  Mr. Cardinell is scheduled to answer the charges on 8/16/18 in the City of Oswego Court.

On 7/26/18 at 8:06 p.m., Jonathan R. Dennis Jr., 18, of 402 Rowland St., Syracuse, NY was arrested for Sexual Misconduct and Endangering the Welfare of a Child, both class A misdemeanors following the investigation into an incident that occurred on 7/21/18 in the Town of Richland where he allegedly engaged in sexual intercourse with the victim being less than seventeen years of age.  Mr. Dennis was arraigned in the Town of Richland Court and is scheduled to return on 8/1/18.

On 7/26/18 at 9:20 p.m., a 17-year-old male residing in the City of Fulton was charged with Endangering the Welfare of a Child, a class A misdemeanor; Fleeing Officer in MV, 3rd degree, a class A misdemeanor; No License; Reckless Driving; Crossing Road Hazard Markings; 2 counts of Speed Exceeding 55 MPH; Speed in Zone and 2 counts of Failure to Stop at STOP Sign following an incident that began on Maple Ave. in the Town of Volney and traveling through Town of Schroeppel, when the male reportedly failed to pull over the vehicle he was operating.  He continued to operate the vehicle on CR 6, Biddlecum Rd., Barnard Rd. then back onto CR 6 where he reportedly lost control and the vehicle collided with a utility pole.  The male is scheduled to answer the charges on 8/6/18 in the Town of Volney Court and on 8/8/18 in the Town of Schroeppel Court.

On 7/27/18 at 1:22 a.m., Christopher J. Houde, 36, of 4794 Salina Street, Apt. 1, Pulaski, NY was arrested for 2 counts of Criminal Mischief, 4th degree, a class A misdemeanor and Harassment, 2nd degree following a domestic incident in the Village of Pulaski where he allegedly damaged household items along with screaming at the victim.  Mr. Houde was arraigned in the Town of Albion Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to Town of Richland Court on 8/1/18.

Kyle T. Simpson, 23, of 6743 Number Four Rd., Lowville, was charged by Lewis County sheriff’s deputies at 9:15 p.m. July 17 at 9741 Main St. in Croghan with petit larceny. He is accused of pumping $32 worth of gasoline and drove off without paying on July 17 at Sliders in Croghan, deputies said. He is summoned to appear in Croghan Village Court at a later date.

New York State Police:

Peter F. Martin, 35, Big Flats, NY, was charged by state police at 12:30 p.m. July 25 at mile marker 175 in the northbound lane of Interstate 81 in the town of Orleans with felony aggravated driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide his BAC. Mr. Martin was previously convicted of DWI within the past 10 years, troopers said. He awaits prosecution in Orleans Town Court.
