Watertown Police Department:

Jacob G. Roca, 21, of 10322 4th Armored Div. Dr., Apt. 319A, Fort Drum, was charged by Watertown police at 1:12 a.m. Monday, Nov. 19, in the 100 block of Washington Street with driving while intoxicated, driving the wrong way on a one-way street and failure to obey a traffic control device. His blood alcohol content was 0.13 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He was released to military custody and summoned to appear Dec. 12 in City Court.

John P. Lilly III, 22, of 790 Oswego Ave., Apt. 225A, Fort Drum, was charged by Watertown police at 2:31 a.m. Sunday, Nov. 18, at 740 State St. with aggravated driving while intoxicated and failure to keep right. He is summoned to appear Dec. 3 in City Court. His blood alcohol content was 0.19 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. He was released to military custody and summoned to appear Dec. 3 in City Court.

Kahlil L. Clark, 22, of 223 Keyes Ave., Apt. 3, Watertown, was charged by Watertown police at 7:06 p.m. Sunday, Nov. 18, in the 300 block of S. Meadow Street with first-degree operation of a motor vehicle while impaired by drugs, unsafe lane change and unlawful possession of marijuana. “The defendant was transported to the Public Safety Building where a drug recognition expert determined him to be under the influence of cannabis and CNS depressants,” police wrote. He is summoned to appear Dec. 3 in City Court.

Mika F. Blauvelt, 18, of 109 N. Hamilton St., Watertown, was charged by Watertown police at 1:46 p.m. Saturday, Nov. 17, at the Metro-Jefferson Public Safety Building with animal cruelty. She is accused of failing to provide proper sustenance to four dogs, two 3-years-old and two five-months, police said. “The dogs were found extremely emaciated, dehydrated and under weight for their age. The dogs were under care and lived in the home with her. The dogs did require immediate veterinarian care,” according to court documents. She is summoned to appear Nov. 29 in City Court.

Cory L. Babcock, 41, of 109 N. Hamilton St., Watertown, was charged by Watertown police at 1:46 p.m. Saturday, Nov. 17, at the Metro-Jefferson Public Safety Building with animal cruelty. He is accused of failing to provide proper sustenance to four dogs, two 3-years-old and two five-months, at about 5:00 p.m. Nov. 2 at 109 N. Randy J. Rasmussen, 31, of 22063 Route 11, Watertown, was charged by Watertown police at 2:22 a.m. Sunday, Nov. 18, in the 200 block of Factory Street with criminal obstruction of breathing or blood circulation. He is accused of applying pressure to the throat of Sabrina Gallo at about 3:00 a.m. Oct. 3 at Hampton Inn, 155 Commerce Park Dr., according to court documents. He was held for arraignment Sunday morning in City Court.

Brian M. Watson, 39, of 16567 County Route 59, Dexter, was charged by Watertown police at 9:00 a.m. Friday, Nov. 16, at the Metro-Jefferson Public Safety Building with second-degree aggravated harassment. His is accused of sending a text message to Shelby A. Powless, 24, threatening to shoot her boyfriend in the head, at about 10:10 p.m. Nov. 12, police said. He was held for arraignment in City Court.

Charles W. Howard, 51, of 156 Sterling St., Apt. 4, Watertown, was charged by Watertown police at 11:15 p.m. Saturday, Nov. 17, at his residence with fourth-degree criminal mischief. He is accused of kicking a rear entry door belonging to Andrew N. Capone causing about $200 in damage about 6:10 p.m. Nov. 17 at 156 Sterling St., Apt. 1, police said. He was held for arraignment Sunday morning in City Court.

Ryan C. Towles, 23, of 22326 Fralick Rd., Watertown, was charged by Watertown police at 9:15 p.m. Saturday, Nov. 17, in the 200 block of S. Massey Street driving while ability impaired by a combination of drugs and alcohol and first-degree aggravated unlicensed operation, a felony. He is ordered to appear Dec. 1 in City Court.

Colin T. Jenkins, 18, of 338 Ten Eyck St., Watertown, was charged by Watertown police at 10:27 a.m. Friday, Nov. 16, at the Metro-Jefferson Public Safety Building with felony driving while ability impaired by drugs. He is summoned to appear Nov. 30 in City Court.

David R. Dillabaugh, 49, of 8112 Schell Ave., Apt. 4, Evans Mills, was charged by Watertown police at 7:54 a.m. Sunday, Nov. 18, in the 400 block of Arsenal Street with second-degree aggravated unlicensed operation, failure to obey a traffic device and driving without a license. He is summoned to appear Nov. 29 in City Court.

Julie R. Green, 50, of 881 LeRay St., Watertown, was charged by Watertown police at 8:00 a.m. Saturday, Nov. 17, in the 200 block of State Street with third-degree aggravated unlicensed operation, suspended registration, driving without insurance and improper plates. She is summoned to appear Nov. 29 in City Court.

Ivan J. Fowler, 23, of 15 N. Main St., Adams, was charged by Watertown police at 10:30 p.m. Saturday, Nov. 17, in the 200 block of Mill Street with third-degree aggravated unlicensed operation and an exhaust violation. He is summoned to appear Nov. 30 in City Court.

On 11/17/18 at 2:16 p.m., Caleb D. Seland, 21, of 10324 4th Armored Division Dr., Fort Drum, NY was arrested for Menacing, second-degree, a class A misdemeanor following the investigation into a complaint in the Town of Scriba where he allegedly displayed a pocket knife in a threatening manner causing fear to the victim. Mr. Seland is scheduled to answer the charge on 11/29/18 in the Town of Scriba Court.

On 11/17/18 at 11:46 a.m., Shane D. Martin, 47, of 4696 CR 22, Lacona, NY was arrested for Criminal Mischief, third-degree, a class E felony following the investigation into a complaint in the Village of Lacona where he allegedly intentionally damaged a security system installed by the victim.  Mr. Martin was arraigned in the Town of Mexico Court and is scheduled to return to the Town of Sandy Creek Court on 11/29/18.

On 11/16/18 at 2:18 p.m., Denise E. Comins, 60, of 5950 S Main Street, Sandy Creek, NY was reportedly operating a 2015 Ford north on US RT 11 in the Town of Richland, 2/10 mile north of Maltby Rd., when she reportedly lost control causing the vehicle to exit the roadway and land in a creek. Ms. Comins was issued UTT’s for Operating an Unregistered MV and Unsafe Speed.

On 11/15/18 at 3:00 p.m., Marsha M. Russell, 42, of 402 Cayuga Street, Fulton, NY was charged with AUO, third-degree; Operating MV w/o Insurance and Operating Unregistered Vehicle following a traffic stop at the intersection of SR 3 and Flood Drive in the Town of Volney.  Ms. Russell is scheduled to answer the charges on 12/17/18 in the Town of Volney Court.

On 11/16/18 at 7:51 a.m., Richard E. Moffet, 67, of 1164 CR 50, Lacona, NY was operating a 2016 Ford pickup reportedly backing out of a driveway onto CR 5 in the Town of Richland causing the vehicle to collide with a 2016 Ford traveling east and being operated by Sueann Lee Teifke, 49, of 48 Shore Oaks Dr., Oswego, NY.  Mr. Moffet was issued a UTT for Unsafe Backing.

On 11/16/18 at 8:00 a.m., Randy J. Joss, 56, of 332 CR 5, Pulaski, NY was operating a 2006 Ford out of a driveway onto CR 5 in the Town of Richland when the vehicle collided with a 2018 Dodge pickup traveling east and being operated by Daniel W. Cunningham, 48, of 205 South 5th Street, Fulton, NY. Mr. Joss was issued a UTT for Failure to Keep Right.

On 11/16/18 at 1:15 p.m., Katie L. Leary, 27, of 357 W 5th Street, Oswego, NY was charged with Harassment, second-degree based on a Criminal Summons issued out of the Town of Minetto Court. Ms. Leary is scheduled to answer the charge on 12/5/18 in the Town of Minetto Court.

On 11/16/18 at 3:25 p.m., Cory M. Gill, 26, of 15 Senior Ave., Fulton, NY was operating a 2007 Chevrolet south on Rathburn Rd. in the Town of Granby, ½ mile north of SR 3, when he reportedly lost control causing the vehicle to strike a utility pole and mailbox.  Mr. Gill was transported by ambulance to Oswego Hospital.

On 11/17/18 at 2:10 p.m., Dorene M. Stoutenger, 47, of 2710 CR 45, Fulton, NY was arrested for Petit Larceny, a class A misdemeanor following an incident at the Town of Granby Wal-Mart. Ms. Stoutenger is scheduled to answer the charge on 12/3/18 in the Town of Granby Court.

On 11/18/18 at 7:19 a.m., Carl D. Carpenter Jr., 38, of 4 Clear Springs Dr., Apt. A, Oswego, NY was arrested for Criminal Contempt, second-degree, a class A misdemeanor following the investigation into an incident in which he allegedly sent a letter to the victim of which has an active order of protection filed against him.  Mr. Carpenter is scheduled to answer the charge on 11/19/18 in the Town of Constantia Court.

On 11/18/18 at 11:21 a.m., Joseph D. McIntyre, 19, of 1 Harris Dr., Phoenix, NY was arrested for Petit Larceny, a class A misdemeanor following a complaint at a Town of Schroeppel business.  Mr. McIntyre was arraigned in the Town of Volney Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to court on 12/5/18.

Daniel B. Peterson, 47, was charged by Jefferson County sheriff’s deputies at 3:00 p.m. Nov. 14 with second-degree harassment. Mr. Peterson is accused of driving his truck at Patricia Aitcheson causing the vehicle’s grill to hit her chest twice during a civil dispute over a trailer on Oct. 14 at approximately 9:52 a.m. at 29530 Lueck Lane in the town of Theresa. He is ordered to appear in Theresa Town Court at a later date.

Donald L. Mattison, 43, of 29193 Wilson Point Circle, Cape Vincent, was arrested at 7:29 p.m. Nov. 14 on a fugitive from justice warrant.

New York State Police:

Eric C. Plumpton, 45, Sandy Creek, was charged by state police at 12:53 a.m. Friday, Nov. 16, with two counts of second-degree menacing-weapon, a single count of third-degree menacing and fourth-degree criminal mischief. Troopers did not provide further details of this arrest. He was held for arraignment.

Derek R. Rust, 31, Dexter, was charged by state police at 3:31 a.m. Monday, Nov. 19, at 26152 Route 3, town of LeRay, with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in LeRay Town Court.

Hunter L. Jones, 21, Fort Drum, was charged by state police at 2:51 a.m. Saturday, Nov. 17, on Route 283 in the town of Pamelia with driving while intoxicated. Troopers did not provide his BAC. He is summoned to appear in Pamelia Town Court.

Beau M. Eaton, 20, Fort Drum, was charged by state police at 4:48 a.m. Saturday, Nov. 17, on Interstate 81 in the town of Richland with driving while intoxicated. Troopers did not provide his BAC. He is summoned to appear in Richland Town Court.

Joseph D. Szewczyk, 37, Boonville, was charged by state police at 10:18 p.m. Saturday, Nov. 17, on Powell Road in the town of West Turin with aggravated driving while intoxicated and illegal signal. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide his BAC. He is summoned to appear in West Turin Town Court at a later date.

Ashley R. Sullivan, 23, Lowville, was charged by state police at 5:30 a.m. Sunday, Nov. 18, on State Route 12 in the town of Martinsburg with driving while intoxicated. Troopers did not provide her BAC. She is summoned to appear in Martinsburg Town Court at a later date.

Kaitlin A. Murray, 26, Potsdam, was charged by state police at 2:20 a.m. Saturday, Nov. 17, at 121 Park St. in thw town of Potsdam with driving while intoxicated and a headlight violation.

Brenton M. LaRue, 28, LaFargeville, was charged by state police at 5:30 p.m. Nov. 17 with second-degree harassment. He is ordered to appear in Orleans Town Court at a later date. Troopers did not provide further details.

Jvonne F. Barnes, 22, Brooklyn, was cited by state police on Interstate 81 in the town of Orleans with unlawful possession of marijuana.

George P. Turck, 53, Banner Elk, NC, was cited by state police at 1:00 p.m. Sunday, Nov. 18, in the northbound lane of Interstate 81 in the town of Ellisburg with unlawful possession of marijuana.

Aliana M. Anthony, 29, N. Syracuse, was charged by state police at 11:40 a.m. Sunday, Nov. 18, in the southbound lane of Interstate 81 in the town of Richland with driving while intoxicated. Troopers did not provide her BAC. She is summoned to appear in Richland Town Court.

Dillon C. McKee, 26, Syracuse, was charged by state police at 9:17 p.m. Saturday, Nov. 17, on County Route 37 in the town of Hastings with aggravated driving while intoxicated. He is summoned to appear in Hastings Town Court.

Russell W. Bartlett, 50, Mexico, was charged by state police at 1:17 a.m. Sunday, Nov. 18, on Route 11 in the town of Hastings with driving while intoxicated. He is summoned to appear in Hastings Town Court.

Stephanie A. Miller, 26, Fulton, was charged by state police at 3:12 a.m. Saturday, Nov. 17, on Oswego River Road in the village of Phoenix with driving while intoxicated. Troopers did not provide her BAC.
