Watertown Police Department:

Cengiz Gulbay, 44, of 134 Court St., Apt. 4, Watertown, was charged by Watertown police at 10:30 p.m. Saturday, Sept. 15, at the Metro-Jefferson Public Safety Building with two counts of second-degree menacing, two counts of second-degree reckless endangerment and a single count of fourth-degree criminal possession of a weapon, all misdemeanors. Mr. Gulbay is accused of displaying a loaded semi-auto 9mm handgun and discharged the weapon at or in close proximity of Sheena M. Covell and Kahlil Covell at Cash 4 Gold, 132 Court St., at about 5:53 p.m. Saturday, according to court documents. He was arraigned in LeRay Town Court and sent to the Metro-Jefferson Public Safety Building with bail set at $1,000 cash.

Nicholas A. Goossen, 27, of 134 Union St., Apt. 5, Watertown, was charged by Watertown police at 2:40 p.m. Saturday, Sept. 15, at the Metro-Jefferson Public Safety Building with third-degree rape, a felony. Mr. Goosen is accused of engaging in sexual intercourse with a 16-year-old girl between 3 a.m. and 6 a.m. Saturday, Sept. 15, at his apartment, according to court documents. He was being held at the Metro-Jefferson Public Safety Building pending arraignment in City Court.

Jeffrey D. McIntosh, 61, of 931 Franklin St., Watertown, was charged by Watertown police at 6:04 p.m. Saturday, Sept. 15, at the Metro-Jefferson Public Safety Building with fourth-degree grand larceny, a felony. He is accused of stealing a wallet containing three debit cards belonging to Amber L. Zehr, 36, Watertown, at about 12:39 p.m. Sept. 11 at Samaritan Medical Center, 830 Washington St., according to court documents. He is summoned to appear Sept. 26 in City Court.

Breanna M. Montgomery, 41, of 52 Champion St., Carthage, was charged by Watertown police at 3:49 a.m. Wednesday, Sept. 12, in the 400 block of State Street with aggravated driving while intoxicated and unsafe lane change. Her blood alcohol content was 0.20 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction is charged when the BAC is 0.18 percent or greater. She is summoned to appear Sept. 25 in City Court.

On 9/14/18 at 7:52 p.m., Tiffany M. Wood, 28, of 4 O’Mara Drive, West Monroe, NY was arrested for Criminal Mischief 3rd degree, a class E felony; Grand Larceny, 4th degree, a class E felony and Criminal Trespass, 3rd degree, a class B misdemeanor following an incident that occurred in the Town of West Monroe where she allegedly stole a front deck off a residence along with taking items from inside the residence.  Ms. Wood is scheduled to answer the charges on 10/8/18 in the Town of West Monroe Court.

On 9/14/18 at 8:20 p.m., Ray John Lace Chua, 22, of 103224 Armored Division, Fort Drum, NY was arrested for DWI and Crossing Road Hazard Markings following the investigation into a one vehicle mva on I81 in the Town of Sandy Creek.  Mr. Chua is scheduled to answer the charges on 11/1/18 in the Town of Sandy Creek Court.

On 9/15/18 at 11:16 a.m., James A. Hall, 37, of 41 Loma Ave., Syracuse, NY was arrested for Aggravated Harassment, 2nd degree, a class A misdemeanor following the investigation into an incident that occurred in the Town of Palermo in which he allegedly sent threatening messages through Facebook.  Mr. Hall is scheduled to answer the charge on 10/1/18 in the Town of Palermo Court.

On 9/15/18 at 3:15 p.m., Donald J. Martin Jr., 41, of 444 CR 45, Hastings, NY was arrested for Criminal Contempt, 2nd degree, a class A misdemeanor stemming from the investigation into an incident in the Town of Hastings where he was allegedly in the presence of the victim of which has an active order of protection filed against him.  Mr. Martin is scheduled to answer the charge on 10/3/18 in the Town of Hastings Court.

On 9/16/18 at 10:30 a.m., Bradley C. McClure, 31, of 856 Rowlee Rd., Fulton, NY was arrested for Petit Larceny, a class A misdemeanor stemming from the investigation into an incident that occurred on 7/12/18 at the Town of Granby Wal-Mart.  Mr. McClure is scheduled to answer the charge on 10/15/18 in the Town of Granby Court.

On 9/16/18 at 7:08 p.m., Kaitlyn M. Schilling-Williams, 26, of 17120 CR 53, Apt. 64, Dexter, NY was arrested based on a Bench Warrant issued out of the Town of Camillus Court, Onondaga County.  Ms. Schilling-Williams was turned over to the Camillus Police Dept. for further processing.

On 9/16/18 at 7:17 p.m., Wyatt J. Sanderson, 25, of 17120 CR 53, Dexter, NY was charged with AUO, 2nd degree; No License and Operating MV w/o Inspection Certificate following a traffic stop on I81 north in the Town of Richland.  Mr. Sanderson was arraigned in the Town of Richland Court and remanded to the OCJ in lieu of $500 cash or $1,500 bond with a return to T/O Richland Court on 9/26/18.

On 9/16/18 at 10:31 p.m., a 17-year-old male residing in the Town of Palermo was charged with Petit Larceny, a class A misdemeanor following an incident that occurred in the Town of Palermo where he allegedly stole the victim’s cell phone.  The male is scheduled to answer the charge on 10/15/18 in the Town of Palermo Court.

On 9/16/18 at 11:13 p.m., Christina R. Perkins, 18, of 30 Delano St., Apt. G26, Pulaski, NY was charged with AUO, 3rd degree and Exhaust Violation following a traffic stop on SR 104 in the Town of Scriba.  Ms. Perkins is scheduled to answer the charges on 10/18/18 in the Town of Scriba Court.

On 9/16/18 at 11:54 p.m., Kevin M. Ward, 33, of 18 West 11th Street, Apt. A8, Fulton, NY was arrested for Burglary, 3rd degree, a class D felony and Petit Larceny, a class A misdemeanor following the investigation into an incident that occurred at the Town of Granby Wal-Mart where he allegedly stole a hover board.  Mr. Ward was arraigned in the Town of Granby Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to court on 9/17/18. At the same time, Mr. Ward was arrested based on an arrest warrant issued out of New York State Parole.  Mr. Ward was remanded to the Oswego County Correctional Facility to await processing on the warrant.

New York State Police:

Mallette, 35, Dexter, was charged by state police at 11:15 p.m. Friday, Sept. 14, on Route 178, in the town of Adams, with aggravated driving while intoxicated. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction is charged when the BAC is 0.18 percent or greater. Troopers did not provide her BAC. She is summoned in Adams Town Court at a later date.

Aleshia N. Reed, 26, Watertown, was charged by Watertown police at 4:50 a.m. Saturday, Sept. 15, at 25744 Route 11 in the town of LeRay with driving while intoxicated. Troopers did not provide her BAC. She is summoned to appear in LeRay Town Court.

Diego A. Quezada-Guillen, 21, Evans Mills, was charged by state police at 7:34 p.m. Saturday, Sept. 15, at 25036 Gerald Ave. in the town of LeRay with third-degree criminal mischief, a felony. He is summoned to appear in LeRay Town Court.

James M. Latocha, 38, Parish, was charged by state police at 2:59 p.m. Saturday, Sept. 15, at 132 Crim Road in the town of Parish with seventh-degree criminal possession of a controlled substance and having a controlled substance in its non-original container.

Alan D. Harris, 32, Chaumont, was charged by state police at 8:09 a.m. Sept. 14 at the state police barracks in Pamelia with issuing a bad check with insufficient funds. He is summoned to appear in the town of Watertown Court.

A 14-year-old Watertown boy was charged by state police at 11:00 a.m. Sept. 14 at the state police barracks with three felony counts of assault on school grounds in connection with an incident reported 9:05 a.m. Sept. 14 in the town of Watertown.

Marcie R. Bigelow, 42, Gouverneur, was charged by state police at 11:10 p.m. Sept. 14 at Walmart, 25737 Route 11, town of LeRay with petit larceny. She is summoned to appear in LeRay Town Court.

Gisele Nabuchi, 48, was charged by state police at 2:01 p.m. Friday, Sept. 14, in the southbound lane of Interstate 81 in the town of Adams with disorderly conduct – obstructing traffic and a pedestrian on a state highway. She is summoned to appear in Adams Town Court.
