On 6/27/10, Kalyn M. Moyer, 20, of 6419 SR 3, Mexico, NY was operating a
2001 Ford north on CR 53 in the Town of Scriba when a 1999 Chevrolet Suburban
being operated by Robert J. Searor, 49, of Short Cut Rd., Fulton, NY was
traveling in front, slowed to turn onto Dutch Ridge Rd., when Ms. Moyer passed
on the left side of Mr. Searor’s vehicle causing them to collide. Ms. Moyer
was issued a UTT for Driving to the Left in a No Passing Zone.
On 6/26/10 at 6:38 p.m., Wayne R. Goppelt, 29, of 8 Fisher Drive, West
Monroe, NY was arrested for Operating a Vessel with BAC .08 of 1% and Operating
a Vessel While Intoxicated after he was reportedly observed driving in an
erratic manner in the Three Mile Bay area on Oneida Lake. Mr. Goppelt was
released on UTT’s, returnable to Town of Constantia Court on 7/12/10.
On 7/1/10 at 12:22 p.m., Maurice F. Bolster, 46, of 396 Middle Rd. Bldg#
Lot 10, Scriba, NY was arrested based on a Family Court Warrant charging him
with Violating Article IV of the Family Court Act ( failure to pay child
support). Mr. Bolster was arraigned in Oswego County Family Court and
remanded to the Oswego County Correctional Facility in lieu of $1000.00 cash or
$2500.00 bond with a return to Family Court on 7/9/10.
On 7/1/10, Phillip A. Mono, 32, of 42 Country Lane MHP, Fulton, NY was
arrested at 4:24 p.m. in the Town of Hannibal based on a bench warrant issued
by the Jefferson County Sheriff’s Dept. Mr. Mono was transported to the
Oswego/Jefferson County Line and turned over to the Jefferson County
Sheriff’s Dept. for further processing.
On 7/1/10 at 5:30 p.m., Jeffery S. Bartlett Jr., 24, of 312 CR 51,
Oswego, NY was arrested for AUO, 2nd degree and Speed Exceeding 55
mph following a traffic stop on CR 4 in the Town of Scriba. Mr. Bartlett
was released on UTT’s, returnable to the Scriba Town Court on 7/22/10.
On 7/1/10 at 9:50 p.m., James P. Beyrau, 43, of 3744 Wayne Center Rd.,
Lyons, NY was arrested for Felony DWI; Fleeing an Officer in MV, 3rd
degree; Reckless Driving; Failure to Keep Right; Speed in Zone (2counts); Speed
Exceeding 55 mph and Failure to Obey Police Officer following a traffic stop on
CR 8 in the Town of Granby initiated after a report of a reckless driver was
called in and after patrol activated lights and sirens to stop the vehicle,
patrol observed the vehicle pass other vehicles on double solid lines and
increase speed up to 80 miles an hour in a 35 mile an hour area before finally
stopping. Mr. Beyrau was arraigned in the Town of Hannibal Court and
remanded to the Oswego County Correctional Facility without bail. He is
scheduled to return to the Town of Granby Court on 7/19/10.
On 7/1/10 at 3:17 a.m., Gregory P. Kosbob, 29, of 282 Maple St., Oswego,
NY was arrested for AUO, 3rd degree stemming from the investigation
into a property damage mva on CR 53 in the Town of Scriba. Mr. Kosbob was
released on a UTT, returnable to the T/O Scriba Court on 7/15/10.
On 7/2/10, Jamie W. McCarty, 21, of 3190 CR 176, Oswego, NY was arrested
at 3:49 a.m. for DWI, Aggravated DWI and Failure to Keep Right following a mva
that reportedly occurred on Hayfly Rd. in the Town of Scriba where he allegedly
swerved toward the west side of the roadway to avoid a deer and then when
over correcting, exited the roadway on the east side striking a utility pole
then overturning before coming to rest. Mr. McCarty was arraigned before
the Hon. Judge Atkins in the Town of Scriba Court and ROR’d with a return to
T/O Scriba Court on 7/8/10.
THURSDAY, JULY 1, MEDIA RELEASE
On 6/26/10 at 2:05 a.m., John P. LeVea, 23, of 477 S 7th St.,
Fulton, was arrested for DWI, Unlawful Possession of Marihuana, Unlawful
Possession of Fireworks and License Plate Violation following a traffic stop at
the intersection of South 5th St. and Rochester St. in the City of
Fulton. Mr. LeVea was arraigned in the City of Fulton and ROR’d by Hon.
Judge Mirabito with a return date of 7/14/10.
On 6/29/10 at 10:00 p.m., Samisha T. Gallo, 32, of 6878 Sand Hill Rd.,
East Syracuse, was arrested for AUO, 3rd degree and Unlawful
Possession of Marihuana following a narcotics investigation in the Village of
Central Square. Ms. Gallo was released on an appearance ticket,
returnable to the V/O Central Square Court on 8/18/10.
On 6/30/10 at 5:46 p.m., a 17 year old female was arrested for Endangering the
Welfare of a Child and Harassment, 2nd stemming from the
investigation into a domestic dispute at a Town of Scriba residence where she
allegedly struck an individual in the face with a phone along with biting them
in the presence of a minor. The female was released on an appearance
ticket, returnable to the Town of Scriba Court on 7/15/10.
On 6/30/10 at 7:33 p.m., Debroa L. Caley, 42, of 1332 SR 104A, Sterling,
NY was arrested based on an arrest warrant issued by the Town of Oswego Court
charging her with AUO, 2nd and Sub-Standard Lights. Ms. Caley
was arraigned in the Town of Hannibal Court and remanded to the Oswego County
Correctional Facility in lieu of $500.00 cash or $1000.00 bond with a return to
T/O Oswego Court on 7/5/10.
On 6/30/10, James W. Pierce, 44, of 434 Middle Rd., Oswego, NY was
arrested based on a Family Court warrant charging him with violating Article IV
of the Family Court Act ( failure to pay child support). Mr. Pierce was
arraigned in the T/O Scriba Court by Hon. Judge Adkins and remanded to the
Oswego County Correctional Facility in lieu of $500.00 cash or $1,000.00 bond
with a return to Family Court on 7/1/10.
WEDNESDAY, JUNE 30, MEDIA RELEASE
On 6/29/10 at 11:47 a.m., George Meringola IV, 31, of 1350 CR 4, Central
Square, NY was arrested for AUO, second-degree (Revocation on 6/24/01 for 3
Speed infractions within 18 months, 6 Suspensions on 2/18/09 for Failure to
answers summons, Suspension on 7/18/08 for Failure to pay a fine and a
Suspension on 11/05/05 for Failure to answer summons )and No Warning Flag
following a traffic stop on SR 3 in the Town of Mexico. Mr. Meringola was
arraigned in the Town of Hastings Court and ROR’d with a return to Town of
Mexico Court on 6/29/10.
On 6/29/10 at 9:32 p.m., Debbie J. Boland, 31, of 100 Brookline Rd.,
Syracuse, NY was arrested for Assault, third-degree, a class A misdemeanor
stemming from the investigation into a fight at a Town of Hastings
establishment on 6/24/10 where she allegedly punched another individual in the
neck. Ms. Boland was releases on an appearance ticket, returnable to the
Town of Hastings Court on 7/14/10.
TUESDAY, JUNE 29, MEDIA RELEASE
On 6/26/10, Maurice Z. Miller, 22, of 255 West LaFayette Ave., Syracuse,
NY was arrested at 12:35 p.m. for AUO, 3rd degree, Unlawful
Possession of Marihuana, Drinking Alcohol in MV on Highway, Crossing Road
Hazard Markings and Moving From Lane Unsafely following a traffic stop on I 81
in the Town of Hastings initiated when Mr. Miller drove into the passing lane
almost striking the patrol car and then went back into the driving lane and
then proceeded to enter the passing lane again crossing the fog line. Mr.
Miller is scheduled to answer the charges in the Town of Hastings Court on
On 6/28/10, Rikki L. Moosbrugger, 19, of 155 Hogsback Rd., Hastings, NY
was issued a UTT for Following Too Closely stemming from the investigation into
a fatal mva which occurred on 6/14/10 on SR 11 in the Town of Hastings.
On 6/28/10 at 10:30 a.m., Dwayne A. LeBlanc, 49, of 16 Eldred Rd.,
Altmar, NY was arrested based on a Family Court Warrant issued by Oswego County
Family Court. Mr. LeBlanc was ROR’d with a return to Oswego County
Family Court on 9/3/10.
On 6/28/10 at 7:39 p.m., David M. Smith, 45, of 91 Kings Rd., Fulton, NY
was arrested for AUO, 3rd degree and Failure to Keep Right following
a traffic stop on Kings Rd. in the Town of Volney. Mr. Smith was released
on UTT’s, returnable to the T/O Volney Court on 7/19/10.
On 6/28/10, Lawrence A. Bivens, 40, of 3 Carter Rd., Hannibal, NY was
arrested at 9:13 p.m. based on a Criminal Summons issued by the Town of
Hannibal Court charging him with Harassment, 2nd degree stemming
from an incident that reportedly occurred on May 23, 2010. Mr. Bivens is
scheduled to appear in the Town of Hannibal Court on 7/6/10.
On 6/29/10 at 6:23 a.m., Michael B. Penny, 27, of Pond St. Bldg# 113,
Syracuse, NY was arrested for AUO, 3rd degree and Speed Exceeding
55mph following a traffic stop on SR 481 in the Town of Volney initiated by the
Doppler radar. Mr. Penny was issued UTT’s, returnable to the T/O Volney
Court on 7/12/10.
On 6/18/10 at 8:22 p.m., Charles H. Duffy, 23, of 63 Harvest Drive,
Oswego, NY, was arrested for Criminal Mischief, Third Degree, a class E felony,
and Criminal Trespass, Third Degree, a class B misdemeanor. Mr. Duffy was
arraigned before the Hon. Michael Sterio, Town of Oswego Court, and remanded to
the Oswego County Correctional Facility in lieu of $1,000 cash bail or bond.
He is scheduled to return to court on 6/21/10. Mr. Duffy is accused of
entering a property in the Town of Oswego where a building is being erected and
damaging equipment that was in the open building, including but not limited, to
taking the keys from a telescopic forklift and cutting its grease lines,
cutting its spark plug wires, gas lines and electrical lines, cutting
electrical lines on a gas compressor, and removing the gas cap to a walk-behind
saw. Mr. Duffy was further charged with Unlawful Possession of Marijuana,
after he was found to be in possession of a pipe containing marijuana residue
during the previous investigation. He is scheduled to answer this charge
before Town of Oswego Court on 6/28/10.
On 6/18/10 at 6:37 p.m., Michael L. Porter, 28, of 35 Johnson Rd.,
Mexico, NY was operating a 2003 Suzuki motorcycle east on Hansen Rd. in the
Town of Mexico when he reportedly lost control causing the vehicle to exit the
roadway on the south side, ejecting Mr. Porter. He was transported
to Upstate Medical Center in Syracuse. Driver inexperience and unsafe
speed seem to have been contributing factors.
On 6/24/10 at 1:15 p.m., Alicia M. Yerdon, 24, of 200 Base Bridge Rd.,
Williamstown, NY was operating a 1997 Ford east on SR 69 in the Town of Parish
when she reportedly turned left into a driveway and collided with a 2008 Ford
pick up, registered to the Town of Amboy, being operated by John Perkins,
42, of 264 Turk Rd., Williamstown, NY traveling west on SR 69. Ms. Yerdon
was issued UTT’s for Unlicensed Operator and Failure to Yield the Right of
On 6/25/10 at 3:25 a.m., Abel J. Searor, 26, of 104 Kings Rd. Apt A,
Oswego, NY was operating a 2005 Chevrolet north on CR 176 in the Town of Volney
when he reportedly fell asleep causing the vehicle to drive into a ditch and
strike driveway on east shoulder of CR 176, rolling before coming to a rest
facing south in the yard of 2106 CR 176. Mr. Searor was issued UTT’s
for Leaving the Scene of a Property Damage Accident, Moving From Lane Unsafely
and Crossing Hazard Markings.
MONDAY, JUNE 28, MEDIA RELEASE
On 6/26/10 at 2:24 a.m., Lisa L. Schroeder, 40, of 16 Park Avenue,
Lacona, NY, was arrested for Harassment, Second Degree, a violation; Disorderly
Conduct, a violation; and Resisting Arrest, a class A misdemeanor, following an
investigation into a domestic incident that involved her driving a vehicle,
striking a tree as she left her driveway, then driving down the railroad tracks
in Lacona. When located on CR 48, and in an attempt to have Ms.
Schroeder’s vehicle removed by a tow truck, a result of the damage incurred
by hitting the tree, she reportedly tried to grab her keys from the rear deck
of a patrol vehicle, began to scream obscenities at the Officers, then further
resisted her arrest by shoving and kicking the officers, refusing to allow
handcuffs to be placed on her. Contributing factors in the motor vehicle
accident appear to have been alcohol and aggressive driving. Ms.
Schroeder was arraigned before the Hon. Terry Crast, Town of Sandy Creek Court,
and remanded to the Oswego County Correctional Facility in lieu of $500 cash
bail or $1,500 bail bond. She is scheduled to return to court on 7/01/10
to answer the charges.
On 6/26/10, Erin C. McIntyre, 19, of 320 Albion Cross Road, Pulaski, NY,
was operating a 2004 Chrysler eastbound on SR 104 in the Town of Mexico at 3:42
a.m. when she lost control of the vehicle causing it to leave the south side of
the roadway and travel approximately 100 yards off the roadway before striking
a driveway culvert at 2815 SR 104. The vehicle then became airborne,
overturned, and came to rest on the passenger’s side, leaning against a
utility pole. Unsafe speed and animal’s action appear to have been
contributing factors with an animal reportedly entering her path leading to
evasive action to avoid hitting it. Ms. McIntyre was ticketed for Speed
Not Reasonable and Prudent.
On 6/27/10 at 1:31 a.m., Chris R. Biddlecome, 25, of 103 Hostlamp, North
Syracuse, NY, was charged with Aggravated Unlicensed Operation, Second Degree
(license suspende, three scoffs on two dates: a revocation on 03/01/04
for Driving While Intoxicated and two suspensions on 12-05-09 for Failure to
answer summons in the City of Syracuse), and Inadequate Plate Lamp (no
illuminated plate lamp), following a traffic stop on SR 49 in the Village of
Cleveland. Mr. Biddlecome was arraigned before the Hon. Stephen Pelon,
Town of Constantia Court, and remanded to the Oswego County Correctional
Facility in lieu of $500 cash bail or $1,000 bail bond. He is scheduled
to return to court on 7/26/10.
On 6/27/10 at 2:35 p.m., Kathleen E. Hutchinson, 23, of 16 Emmons Drive,
Hannibal, NY, was arrested for Aggravated Harassment, Second Degree, a class A
misdemeanor, after she was accused sending threatening messages via Facebook to
a Town of Sandy Creek resident. Ms. Hutchinson was issued an appearance
ticket and released. She is scheduled to answer the charge before Town of
Sandy Creek Court on 7/15/10.
On 6/27/10 at 9:00 p.m., Jeremy A. Shippee, 27, of 97 Hatchery Road,
Constantia, NY, was arrested at his residence for Endangering the Welfare of a
Child, a class A misdemeanor, stemming from a domestic incident that allegedly
took place in the presence of a minor. Mr. Shippee was released on an
appearance ticket returnable to Town of Constantia Court on 7/26/10.
On 6/20/10 at 12:01 p.m., Marie A. Brown, 41, of 10 Airport Road, K-3,
Fulton, NY, was charged with Aggravated Unlicensed Operation, Third Degree
(license suspended 12/04/08 for failure to pay a fine), and Inadequate Muffler,
following a traffic stop on SR 3 in the City of Fulton. Ms. Brown was
released on tickets returnable to Fulton City Court on 7/06/10.
On 6/20/10 at 1:30 p.m., Marc A. Clarke, 28, of 24 W. Eleventh St., Apt.
D3, Fulton, NY, was arrested at his residence based on a bench warrant issued
by the Village of Baldwinsville Court. Mr. Clarke was turned over to a

On 6/22/10 at 4:15 p.m., Mandy F. Rivera, 28, of 202 Hartson St.,
Syracuse, NY, was charged with Speed in Zone; Aggravated Unlicensed Operation,
Third Degree; and Moved From Lane Unsafely, following a traffic stop after she
reportedly passed a patrol unit on CR 57 at the Fulton City Limits at a high
rate of speed while driving southbound. The Officer observed the vehicle
go off the east side of the road, go up an earth embankment about 20 feet off
the road, then return to the roadway. She reportedly had fallen asleep at
