City Police Charge Watertown Man with Rape

WATERTOWN, N.Y.    Watertown police have arrested a man they say raped a woman on July 1.

Rodney G. Francher Jr., 28, of 341 Sterling St., Apt. 2, was charged at 6:11 p.m. Sunday at 934 Academy St. with felony first-degree rape and second-degree unlawful imprisonment.

Police allege he engaged in sexual intercourse with a 20-year-old woman at a Morrison Street residence after she told him that she did not want to have sex and while she was fighting to get away from him at about 1 p.m. July 1. He allegedly prevented her from leaving a room by standing in front of the only exit, police said.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in City Court.


Man Charged with Violating Court Order Again

WATERTOWN, N.Y.    Joseph M. Cimineri, 22, of 57 Main St., Apt. 4, Philadelphia, last known address, was charged at 4:51 p.m. Sunday at 373 W. Main St. with second-degree criminal contempt.

He is accused of violating the terms of a City Court stay-away order of protection when he was located at the residence of the protected party, Gregory G. Branch, 373 W. Main St., at about 4:51 p.m. Sunday, police said. 

Mr. Cimineri was charged with the exact same offense on Saturday afternoon.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in City Court.


Woman Accused of Driving Man's Car Without OK

WATERTOWN, N.Y.    City police charged a woman Sunday evening with unauthorized use of a vehicle after she allegedly drove a man's car without his permission.

Debra S. Coleman, 55, of 703 Franklin St., upper apt., is accused of driving a 206 Kia Optima without the permission of Richard K. Hobbs, 22475 Echo Dr., when she was found sitting in the driver's seat at Family Dollar, 146 Arsenal St., police said.

She was being held at the Metro-Jefferson Public Safety Building on $500 police bail pending arraignment Monday morning in City Court.


Police: Man Refused to Stop Yelling Profanities

WATERTOWN, N.Y.    Robert C. Simmons, 45, of 906 Boyd St., was charged by Watertown police at 12:22 a.m. Monday at his residence with disorderly conduct.

Mr. Simmons allegedly yelled profanities after being advise by police to stop.

He was released after posting $100 bail and is summoned to appear Aug. 3 in City Court.


Man, 2 Teens Charged with Possessing Marijuana

WATERTOWN, N.Y.    City police arrested a man and two teenagers after they were allegedly found possessing and smoking marijuana in parking lot in the 600 block of Huntington Street at about 8:45 p.m. Saturday.

Nelson E. Labarge III, 30, of 1186 County Route 56, Colton, Jonathan E. Labarge, 16, and Eric P. Daymont, 19, both of 947 Summer St., Apt. 3, Watertown, were each charged with fifth-degree criminal possession of marijuana.

They await prosecution in City Court.


Man Charged with Forcible Touching, Trespassing and Drug Possession

WATERTOWN, N.Y.    Julian A. James, 25, of 279 State St., Apt. 410, was charged by Watertown police at 6:53 a.m. Sunday at 1708 Ohio St. with forcible touching, second-degree criminal trespass, seventh-degree criminal possession of a controlled substance and unlawful possession of marijuana.

He is accused of unlawfully entering an apartment at 1708 Ohio St. with the permission of the occupants at about 5:10 a.m. Sunday and touched a woman while she was sleeping in her bed, police said. He was found in possession of cocaine and marijuana, they said.

He is being held at the Metro-Jefferson Public Safety Building on a parole violation out of Bucks County, Pa., and awaits extradition, police said. He is to appear Monday in City Court.


Deputies: Man Stole Tip Jar at County Fair

WATERTOWN, N.Y.    Randall J. Bell III, 18, of 614 Franklin St., was charged with petit larceny at 11:40 p.m. Saturday after allegedly stealing a tip jar containing $13 from a vendor stand owned by Scott T. Cooper at the Jefferson County Fair, according to the Jefferson County Sheriff's Department.

Mr. Bell is summoned to appear July 29 in City Court.
