Police Blotter Report:

Jason J. Collins, 34, Dexter, was charged by Jefferson County sheriff's deputies at 2:29 a.m. Monday on County Route 202 in the town of Watertown with driving while intoxicated, refusal to take a breath test and an exhaust violation. Deputies said several empty beer cans were observed on the passenger side floor and the flood behind the driver's seat. He is summoned to appear April 25 in town of Watertown Court. 

Ryan J. Wehr, 21, of 12870 Route 3, Sackets Harbor, was charged by Watertown police at 1:40 a.m. Monday in the 600 block of Coffeen Street with DWI and speeding. His blood alcohol content was 0.12 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear April 23 in City Court.

Pamela S. Knowlton, 52, of 427 Ambrose St., Sackets Harbor, was charged by Jefferson County sheriff's deputies at 1:50 a.m. Sunday on Route 3 in the town of LeRay with DWI, improper u-turn, disobeying a traffic control device and consumption of alcohol in a vehicle. Her BAC was 0.15 percent, deputies said. She is ordered to appear April 22 in LeRay Town Court.

Kermisha M. Graham, 29, Evans Mills, was charged by state police at 3:43 a.m. Sunday at the intersection of Route 11 and Plaza Drive in the town of Pamelia with felony aggravated DWI under Leandra's Law and endangering the welfare of a child. No details were available from troopers on Sunday afternoon. 

Richard W. Walters, 48, of 4963 Route 410, Castorland, was charged by state police at 10:04 p.m. Friday at Nice N Easy, 19853 Route 12F, town of Hounsfield, with aggravated DWI, third-degree aggravated unlicensed operation, consumption of alcohol in a vehicle and unlawful possession of marijuana. His blood alcohol content was 0.24 percent, troopers said. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or more. He is summoned to appear in Hounsfield Town Court. 

Benjamin M. Cole, 22, of 9 Bolton Ave., Apt. A, Alexandria Bay, was charged by state police at 3:28 a.m. Saturday on Interstate 81 at exit 43 in the town of Adams with DWI, speeding 95 mph in a 65-moh zone, first-degree aggravated unlicensed operation, a felony, and not having a license. His BAC was 0.16 percent, troopers said. He is ordered to appear in Adams Town Court. 

Robert A. Schemling, 23 of Hastings, was charged by state police at 1:52 a.m. Sunday on Route 69 in the town of Parish with DWI. He is summoned to appear in Parish Town Court. 

Chessa Jo Cooper, 25, of 8505 McHenry Loop, Apt. A, Fort Drum, was charged by Watertown police at 8:39 p.m. Sunday at 223 Arlington St. with second-degree criminal contempt. She is accused of a violating a City Court order of protection when she went the home of the protected party, Tyler Cooper, and sat on his porch at about 8:27 p.m. Sunday, police said. She was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday in City Court.

Burl H. Easton II, 60, Woodbridge, Va., was cited by Watertown police at 11:33 p.m. Sunday on Public Square with third-degree aggravated unlicensed operation and failure to stop at a red light. He was being held at the Metro-Jefferson Public Safety Building on $100 police bail pending arraignment Monday morning in City Court. 

Gretchen L. Larson, 39, of 5403 Stowe St., Lowville, was charged by state police at 1:45 p.m. Saturday at Super Walmart, Route 11, town of LeRay with petit larceny. She is accused of stealing $238.55 worth of merchandise including clothing, beverages and groceries, troopers said. She is summoned to appear in LeRay Town Court. 

Eric E. Thomas, 23, of 222 Main St., Apt. 1, Theresa, was cited by Watertown police at 4:08 p.m. Sunday in the 600 block of Pearl Street with operating a vehicle on a suspended registration. He was released to military custody and summoned to appear April 23 in City Court. 

Theodore G. Smith Jr., 25, of 132 William St., Apt. B, Watertown, was arrested by Watertown police at 11:08 a.m. Sunday at his residence on a violation of probation warrant. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in City Court.
