Police Blotter Report:

Allen J. Babcock, 27, of 1620 Huntington St., Apt. N8, Watertown, was charged by Watertown police at 11:32 p.m. Wednesday at his residence with second-degree harassment. He is accused of striking Lance T. Phillips in face at about 3:20 a.m. March 31 at 1708 Ohio St., police said. Mr. Babcock is ordered to appear April 24 in City Court. 

Sherry L. Clemens, 44, of 321 William St., lower apt., Watertown, was charged by Watertown police at 9:37 p.m. Wednesday with fourth-degree criminal mischief. She is accused of throwing a decorative candle holder to the floor causing it to shatter during a domestic dispute at about 8:45 p.m. Wednesday in her home, police said. The value of the item was listed at $10. She was held for arraignment Thursday morning in City Court.

Tori K. Vick, 25, of 661 Factory St., Apt. 2, Watertown, was cited by Watertown police at 1:35 a.m. Thursday on Factory Square with reckless driving, unlawfully fleeing a police officer, failure to comply with lawful order, speeding 50 mph in a 30-mph zone, passing a red light and third-degree aggravated unlicensed operation. He is accused of driving in a reckless manner in the 100 block of High Street at about 1:33 a.m. by attempting to flee a patrol car following behind with its emergency lights and sirens activated, police said. Mr. Vick was traveling at 50 mph in a residential area when he passed through a red light and then rolled the 2001 Mitsubishi sedan over after striking an embankment at Factory Square, according to accident report. No injuries were reported. He was released after posting $500 police bail and summoned to appear Friday in City Court.




Aquila L. Hicks, 36, of 26344 Falcon Lane, town of LeRay, was charged by Jefferson County sheriff's deputies at 7:16 p.m. Wednesday with second-degree harassment and endangering the welfare of a child. Deputies allege Mrs. Hicks threw a glass vase and a television remote at her husband, Jonathan T. Hicks, 25, in the presence of her 6-year-old daughter at about 5:50 p.m. Wednesday in their home. She is ordered to appear April 29 in LeRay Town Court.

Destinie M. Hall, 19, of 30647 Gardnerville Rd., Evans Mills, was charged by Jefferson County sheriff's deputies at 6:45 p.m. Wednesday with petit larceny. She is accused of stealing $135.65 worth of merchandise from Super Walmart, town of LeRay, at about 6:13 p.m. Wednesday, deputies said. She is summoned to appear April 22 in LeRay Town Court.

Anthony C. McBee, 19, of 801 Burchard St., Watertown, was charged by Watertown police at 9:56 a.m. Wednesday at his home with third-degree criminal mischief, a felony. It is alleged Mr. McBee kicked a window in the lobby of MidTown Towers, 142 Mechanic St., causing it to break at about 11:11 a.m. Tuesday, police said. He was arraigned in City Court and released pending further court action. 

Shane K. Richardson, 38, of 19226 Route 11, Apt. 4, Watertown, was charged by Watertown police at 7:15 p.m. Wednesday at the Metro-Jefferson Public Safety Building with second-degree unauthorized use of a motor vehicle. Mr. Richardson is accused of entering a 2013 Dodge Avenger belonging to April Matejcik by entering through a front passenger door without the permission of the owner, police said. He was previously convicted of third-degree unauthorized use of a vehicle on Dec. 4, 2008, according to court documents. He was being held at the Metro-Jefferson Public Safety Building on $250 police bail pending arraignment Thursday morning in City Court. 

Allan G. Howard, 52, of 217 S. Pleasant St., Watertown, was charged by Watertown police at 12:24 a.m. Wednesday in the 800 block of Washington Street with driving while ability impaired by drugs and failure to stop at a red light. Police said he drove after taking a depressant. Mr. Howard is summoned to appear April 24 in City Court.

Edmund J. Keane III, 54, of 214 St. Mary St., Watertown, was cited by Watertown police at 11:58 a.m. Wednesday in the 200 block of St. Mary Street with third-degree aggravated unlicensed operation, no inspection and no license. He is summoned to appear April 23 in City Court.

Paul C. Sale, 35, of 648 Boyd St., lower apt., Watertown, was cited by Watertown police at 2:03 p.m. Wednesday in the 500 block of Coffeen Street with third-degree aggravated unlicensed operation and operating a vehicle on a suspended registration. He was released to military custody and summoned to appear April 24 in City Court. 

Amanda S. Johnson, 31, of 29822 Route 3, Lot 10, Black River, was arrested by Watertown police on a violation of probation warrant at 4:07 p.m. Wednesday at the Jefferson County Office Building, 175 Arsenal St. She was being held a the Metro-Jefferson Public Safety Building pending court action. 

Richard J. Sweet, 54, of 510 Clay St., Watertown, was cited by Watertown police Wednesday afternoon with illegal dumping after being observed discarding a plastic container on the the lawn of the Metro-Jefferson Public Safety Building. He is summoned to appear April 18 in City Court.
