Watertown Police Department: 

Joshua S. Lafler
, 21, of 221 Clinton St., Watertown, was charged by Watertown police at 1:53 a.m. Thursday in the 500 block of Clay Street with disorderly conduct. Mr. LaFler allegedly yelled profanities, police said. He was being held at the Metro-Jefferson Public Safety Building on $100 police bail pending arraignment Friday morning in City Court.

Trina L. Nebie, 36, of 1106 Coffeen St., Apt. A4, Watertown, was cited by Watertown police at 2:42 a.m. Wednesday in the 300 block of Franklin Street with unlawful possession of marijuana. She was the driver of a vehicle where marijuana was found in a center console, police said. She is summoned to appear June 3 in City Court. 

Steven J. Justice, 29, of 718 Cadwell St., Watertown, was cited by Watertown police at 2:42 a.m. Wednesday in the 300 block of Franklin Street with unlawful possession of marijuana. He was a passenger in a vehicle where marijuana was found in a center console, police said. He is summoned to appear June 3 in City Court. 

Robert M. Olin III, 21, of 26680 Ridge Rd., Watertown, was cited by Watertown police at 9:14 p.m. Wednesday at 855 W. Main St. with unlawful possession of marijuana. Police said he possessed a baggie of marijuana in his right front pant's pocket. He is summoned to appear June 11 in City Court. 

Felix A. Clough, 26, of 232 W. Main St., Apt. 45, Watertown, was cited by Watertown police at 3:56 p.m. Wednesday at his residence with unlawful possession of marijuana. Police said he possessed a glass smoking bong in his spare room which contained burnt residue with tested positive for marijuana. He is summoned to appear June 11 in City Court. 

Donyna L. Alston, 21, of 209 William St., Watertown, was cited by Watertown police at 5:38 p.m. Wednesday in the 200 block of Mill Street with third-degree aggravated unlicensed operation, not wearing a seat belt and no child restraint. She was released to military custody and summoned to appear June 5 in City Court. 

Chandel E. Howland, 30, of 29822 Route 3, Lot 38, Black River, was cited by Watertown police at 6:03 p.m. Wednesday at Sunoco, 610 State St., with third-degree aggravated unlicensed operation and not wearing a seat belt. She is summoned to appear June 7 in City Court. 

Cleo E. Vaughns IV, 18, of 323 Sterling St., Apt. 3, Watertown, was arrested at 10:19 a.m. Wednesday at 175 Arsenal St. on a violation of probation warrant, according to Watertown police. He was being held pending arraignment.
