Police Blotter Report:

Watertown Police Department:

Douglas J. Smith Jr., 30, of 646 Mill St., Watertown, was charged by Watertown police at 12:15 a.m. Wednesday at 220 Moulton St. with second-degree harassment and criminal obstruction of breathing or blood circulation following a domestic incident. Mr. Smith is accused of grabbing Andrea L. Ebdon by her throat causing her "to lose the ability to breath," at about 11:30 p.m. June 4 at 92 Maywood Terrace, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Wednesday morning in City Court. 

Joshua M. Clemons, 31, of 624 Franklin St., Apt. 1, Tina M. Lobdell, 51, of 1005 Academy St., and Michael D. Yarbrough, 45, of 383 Flower Ave., E., Apt. 2, all of Watertown, were each charged by Watertown police at 1:07 a.m. Wednesday at his residence with seventh-degree criminal possession of a controlled substance. It is alleged Mr. Clemons, Ms. Lobdell and Mr. Yarbrough possessed a glass pipe with a rock substance which tested positive for cocaine, police said. They were each being held at the Metro-Jefferson Public Safety Building on $250 police bail pending arraignment Wednesday morning in City Court. 

Marquetta D. Odom, 27, of 106 Creekwood Dr., Apt. 5, Watertown, was charged by Watertown police at 3:40 p.m. Tuesday at 22116 Route 11, town of Pamelia, with petit larceny. Mr. Odom is accused of removing and stealing a car battery a 2002 GMC Envoy belonging to Michelle C. Montgomery at about 3:30 p.m. Tuesday at 105 Creekdwood Dr., police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Thursday morning in City Court.

Suzann J. Bice, 59, of 8130 Schell Ave., Apt 12, Evans Mills, was charged by Watertown police at 4:30 p.m. Monday at the Metro-Jefferson Public Safety Building with second-degree aggravated harassment. Ms. Bice is accused of calling her supervisor, Jeani Jewett, at about 4:12 p.m. May 29 the Department of Social Services, 250 Arsenal St., and left a voicemail message stating she would come to his place of employment and "blow his bald little head off his shoulders," according to court documents. She is summoned to appear June 7 in City Court. 

Kyla R. Mumford, 25, of 125 E. Division St., Watertown, was arrested on a bench warrant at 4:18 a.m. Wednesday at 109 Public Square. She was turned over to the Jefferson County Sheriff's Department. 

Mara J. Newland, 20, of 8590 LeRay St., Evans Mills, was cited by Watertown police at 12:12 a.m. Wednesday in the 600 block of Mill Street with third-degree aggravated unlicensed operation, failure to yield left and excessive window tint. Police said Ms. Newland was attempting to make a left turn from the 600 block of Mill Street into a driveway at 686 Mill St. at about 11:39 p.m. Tuesday in a 2007 Dodge sedan when she struck an oncoming 2003 Yamaha motorcycle operated by Gilbert L. Webb, 52, of 7 Mechanic St., Antwerp. Mr. Gilbert was taken by Guilfoyle Ambulance to Samaritan Medical Center complaining of a possible broken leg or foot and pain to his groin area, according to an accident report. Ms. Newland was not injured. She is summoned to appear June 19 in City Court.







Jefferson County Sheriff's Department:

Kelly R. Martin, 26, of 224 Commercial St., Theresa, was charged by Jefferson County sheriff's deputies at 4:29 p.m. Tuesday with petit larceny. She is accused of opening a sealed envelope and removing a $50 bill without the permission of her employer at about 9 p.m. May 24 at Eclectic Sports in the Salmon Run Mall, deputies said. She is summoned to appear June 20 in town of Watertown Court.
