Police Blotter Report:

Jefferson County Sheriff's Department:

Timothy J. Martin
, 36, of 802 Brown Road, Mannsville, was charged by Jefferson County sheriff's deputies at 7:25 p.m. Wednesday with disorderly conduct. A sheriff's deputy was responding to a domestic incident at 804 Brown Road when he was forced to "slam" on his brakes to avoid hitting Mr. Martin who was lying in the middle of the road, according to court documents. The person who called deputies stated they did not wish to press charges but wanted Mr. Martin out of the house for the night "because he was drunk and trying to fight people in the residence," a deputy wrote. He was arraigned in Ellisburg Town Court and sent to the Metro-Jefferson Public Safety Building with bail set at $150 cash. He is summoned to appear in Ellisburg Town Court at a later date.


Watertown Police Department:

Kristie L. Perkins
, 32, of 526 Mill St., Apt. 1, Watertown, was charged by Watertown police at 9:51 p.m. Wednesday at her residence on a bench warrant and was additionally charged with second-degree obstruction of government administration. Police said she refused top open the door of her residence as they were attempt to execute the bench warrant and place her under arrest. She was being held at the Metro-Jefferson Public Safety Building pending arraignment Thursday morning in City Court. 

Alyssa L. Wooledge, 19, of 221 Clinton St., Watertown, was charged by Watertown police at 8:35 p.m. Wednesday with petit larceny. She is accused of stealing two bags of M&Ms candy worth $6.50 from Family Dollar, 146 Arsenal St., at about 8:20 p.m. Wednesday, police said. He is summoned to appear Aug. 7 in City Court. 

Cesar B. Adames
, 25, of 823 Bingham Ave., Watertown, was cited by Watertown police at 6:00 p.m. Tuesday in the 600 block of State Street with third-degree aggravated unlicensed operation and using a cellphone while driving. He is summoned to appear Aug. 13 in City Court. 

James L. Pierce
, 18, of 537 Olive St., Apt. 3, Watertown, was arrested on a bench warrant at 4:35 p.m. Wednesday at his residence, according to Watertown police. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Thursday morning in City Court. 

Barry E. Groff
, 47, of 329 N. California Ave., Watertown, was arrested on a violation of probation warrant at 2:40 p.m. Wednesday at the Dulles State Office Building, 317 Washington St., according to Watertown police. He was turned over to the Jefferson County Sheriff's Department. 



St. Lawrence County Sheriff's Department:

Grant W. Gould III
, 44, of 114 Prospect St., Gouverneur, was charged early Thursday by St. Lawrence County sheriff's deputies on Prospect Street in Gouverneur with driving while intoxicated and failure to keep right. His blood alcohol content was 0.16 percent, deputies said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear in Gouverneur Town Court. 


New York State Police:

Elisha M. Miner, 29, pf 230 N. James St., Carthage, was charged by state police at 5:40 p.m. Wednesday with third-degree assault, second-degree menacing and third-degree criminal possession of a weaspon, a felony. She is being held at the Metro-Jefferson Public Safety Building without bail. 

Heather L. Paro, 40, Chaumont, was charged by state police at 9:11 p.m. Wednesday at 7155 Route 12 in the town of Lowville with two counts of petit larceny. 

Desmond T. Parsons, 24, Orwell, was charged by state police at 7:19 p.m. Wednesday at 6061 N. Main St. in Sandy Creek with third-degree assault.
