Police Blotter Report:


Watertown Police Department:


Maria A. Netto, 30, of 136 Stuart St., Apt. 4, Watertown, was charged by Watertown police at 12:06 a.m. Friday in the 100 block of Stuart Street with driving while intoxicated and a headlight violation. Her blood alcohol content was 0.09 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. She is summoned to appear Feb. 27 in City Court. 

Victor J. Recor, 54, of 101 Park St., Apt. 4, Glen Park, was charged by Watertown police at 3:22 p.m. Thursday at his residence with fourth-degree grand larceny. Mr. Recor is accused of stealing a wallet belonging to Timothy Grzekiewicz containing $74 in cash, a debit card and a credit card at about 8:26 p.m. Tuesday, Feb. 4, at the Nautical Turtle, 109 Public Square, according to court documents. Police said the wallet was taken off the bar. He is summoned to appear Feb. 20 in City Court. 

Rainee L. Davis, 35, of 429 Stone St., Watertown, was charged by Watertown police at 7:47 p.m. Thursday at her residence with fourth-degree criminal mischief. Ms. Jeffers is accused of damaging a 32-inch LCD television valued at $300 and belonging to Wayne N. Davis 2nd when she allegedly threw a cellphone striking the left corner of the television during a domestic incident at about 6:50 p.m. Thursday in their home, police said. Ms. Davis was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court.

Terry L. Gebo, 53, of 592 W. Prospect St., Watertown, was cited by Watertown police with violating the city's open container ordinance after being observed walking in the 300 block of W. Main Street with an open bottle of Jack Daniels liquor at 1:35 a.m. Friday. He is summoned to appear Feb. 20 in City Court. 

Margo L. Lowe, 33, of 35331 Jackson II Road, Apt. 8, Carthage, was arrested on a bench warrant at 11:57 p.m. Thursday in the 300 block of S. Meadow Street, according to Watertown police. She was turned over to the Jefferson County Sheriff's Department. 

Eugene L. Lively, 29, of 540 Factory St., Apt. 2, Watertown, was arrested on a bench warrant at 11:23 p.m. Thursday at 213 S. Meadow St., according to Watertown police. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court.

Eliza A. Jeffers, 20, of 20199 County Route 181, LaFargeville, was cited by Watertown police at 4:05 p.m. Thursday in the 200 block of Court Street with third-degree aggravated unlicensed operation and driving the wrong way on a one-way street. She is summoned to appear Feb. 24 in City Court.

Stephany M. Deline, 27, of 1729 Burns Ave., Apt. B, Watertown, was cited by Watertown police at 5:00 p.m. Thursday in the 400 block of Factory Street with second-degree aggravated unlicensed operation, unlicensed driver and following too close. She was being held at the Metro-Jefferson Public Safety Building on $250 police bail.

New York State Police:

Richard R. Finley
, 57, Carthage, was charged by state police at 1:50 a.m. Friday on Riverside Drive in Carthage with aggravated driving while intoxicated. His blood alcohol content was unavailable. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. 

Dalton L. Evans
, 16, Watertown, was charged by state police at 5:23 p.m. Thursday in the town of Pamelia with criminal obstruction of breathing or blood circulation and endangering the welfare of a child. 

Travis R. Waybright, 33, Philadelphia, was charged by state police at 1:40 p.m. Thursday in the town of Alexandria with three counts of issuing a bad check. 

Andrew N. Munroe, 22, of 308 Winslow St., Watertown, was charged by state police at 2:30 p.m. Thursday with disseminating indecent materials to a minor, a felony. Troopers allege Mr. Munroe sent a sexually explicit image to a 15-year-old girl on Feb. 5. He is summoned to appear Feb. 27 in Antwerp Town Court.

Peter F. Smith, 18, Lowville, was charged by state police at 7:00 a.m. Thursday at 7553 Church St. in Lowville with second-degree aggravated harassment. Mr. Smith is accused of leaving a threatening voicemail at Lewis County ARC, troopers said. He was arraigned in Lyonsdale Town Court and sent to the Lewis County jail with bail set at $1,000 cash.
