Watertown man accused of choking woman, ripping her shirt during domestic incident

WATERTOWN, NYAndrew S. Knowles, 30, of 630 Bronson St., Apt. 1, Watertown, was charged by Watertown police at 1:13 a.m. Tuesday, Feb. 12, with criminal obstruction of breathing or blood circulation, fourth-degree criminal mischief, and second-degree harassment.

Mr. Knowles is accused of applying pressure to the neck of Haley J. Recor, 19, and ripping her shirt when he grabbed her shirt and hair during a domestic incident at about 12:55 a.m. Tuesday at 630 Bronson St, Apt. 1, according to court documents.

He was being held pending arraignment Tuesday morning in City Court.
