Chad M. Gaffney, 34, Watertown, was charged by Watertown police at 7:23 p.m. Tuesday, May 1, at 1283 Arsenal St. with two counts of seventh-degree criminal possession of a controlled substance. Police allege he possessed heroin and methamphetamine in his right pants pocket, according to court documents. He was being held pending arraignment in City Court.
Morgan E. Miller, 28, of 210 S. Massey St., Apt. B, Watertown, was charged by Watertown police at 7:29 p.m. Tuesday, May 1, at 1283 Arsenal St. with operating a vehicle on suspended registration. She is summoned to appear May 16 in City Court.
