WATERTOWN, NY — Stephen J. Gilligan, 38, of 344 Franklin St., Watertown, was charged by Watertown police at 8:48 a.m. Dec. 19 at the Metro-Jefferson Public Safety Building with second-degree possession of contraband in a prison.
He is accused of possessing a Suboxone strip located in his buttocks while inside the Jefferson County jail at about 6:30 a.m. Dec. 19, deputies said.
He was scheduled to be arraigned 10:30 a.m. Thursday in City Court.
