Job Description:
The Development Authority of the North Country (Authority) is accepting applications for a full time position of Human Resources Director in its administrative offices in Watertown.  The Authority is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, the Authority has constructed, owns and operates regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network.  In addition to owning/operating these facilities, the Authority administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. The HR Director’s role is to ensure all HR policies and processes are meeting the needs of both internal and external customers and are in compliance with all legislative guidelines, while at the same time being strategically focused on the organization’s business priorities.  This position acts as a coach and business partner for everyone in the organization and will be responsible for all services and support related to the employment experience while ensuring the human resources services are effective and efficient.

QUALIFICATIONS:
The ideal candidate will have a Bachelor’s Degree in Human Resources or related field; 10-15 years appropriate progressive professional experience in human resources management with a broad perspective across all HR disciplines to encompass employee relations, talent acquisition, compensation and benefits, employee retention and engagement, employment law compliance, and performance management and development.
