Drowning victim identified by police

WATERTOWN, NY —  The Watertown Police Department released the following statement on Oct. 11:

On 10/09/2019, on or about 1:17 PM, our officers responded to 234 Mill St. in the City of Watertown for a report of a body being found in the racks by an employee of Brookfield Renewable Power.

Watertown Fire Department firefighters were called to scene to recover the body and were assisted by employees of Brookfield.

Cleveland Services Medical Transport transported the body to Samaritan Medical Center’s morgue.

Thursday evening Jefferson County Medical Examiner Dr. Samuel Livingstone conducted an autopsy and ruled the death was due to drowning.

The body has been identified as 52 year Scott M. Phillips, who was last residing at 615 Academy St. in the City.
