Job Description: The Development Authority of the North Country (Authority) is accepting applications for a full time position of Chief Operating Officer (COO). The Authority’s administrative office is located in Watertown, NY, however, due to the nature of this position, the COO will be expected to spend a considerable amount of time throughout the tri-county region (Jefferson, Lewis and St. Lawrence counties). The Authority is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, the Authority has constructed, owns and operates regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, the Authority administers housing and economic development programs and provides contracted services to municipalities in the tri-county region.
Working closely with the Executive Director and Chief Financial Officer, the COO will manage the development of the vision, goals, and growth strategies for the Water Quality, Telecommunications, Engineering/Environmental, and Materials Management divisions. This position will manage and lead a high-performance management team, translate strategy into actionable goals for improved performance and growth, analyze operations and identify areas for process enhancements, oversee capital investments, optimize capabilities and collaboration across divisions, and develop the Authority’s offerings.
QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Business Administration or another relevant field; 10-15 years appropriate progressive leadership and management experience in a complex, multi-faceted organization; be a goal-oriented, forward thinker with the ability to develop detailed business strategies with a clear focus on future development.
