
LOWVILLE, NY — Willard E. Bailey, 58, of Tillman Road, New Bremen, was charged on Nov. 17 with two counts of second-degree unlawful surveillance, a class E felony, according to the Lewis County Sheriff’s Office.
“This investigation stems from a complaint Jan. 23 from another adult living in the residence that discovered two videos on a cell phone that was located in the house. The videos depicted the adult in a bathroom undressing and showed the intimate body parts of this person. The videos were recorded without the victim’s consent as the recording device was hidden in the bathroom,” deputies said.
Bailey was arraigned in West Turin Town Court and released on his own recognizance. An order of protection was issued on the behalf of the victim, deputies said.
