WATERTOWN, NY —Â Â Elvin B. Nieves, 29, of 314 Green St., Apt. 203, Syracuse, was charged by Watertown police at 12:29 p.m. Thursday, Feb. 10, at 1575 Washington St. with two counts of public lewdness, a misdemeanor.
Mr. Nieves is accused of “exposing his penis to a taxi cab driver, a 48-year-old woman, and masturbated in the back seat until he completely ejaculated,” at about 11:45 a.m. Thursday at Samaritan Medical Center Family Health Center, 1575 Washington St., according to court documents.
He is additionally accused of “exposing his penis and masturbating in the presence of two police officers in a public restroom during an investigation into a separate public lewdness complaint that had just occurred,” police wrote.
He is summoned to appear Feb. 23 in City Court.
