WATERTOWN, NY —Â Stephen J. Gilligan, 39, of 19325 US Route 11, Apt. 113, Watertown, was charged by Watertown police at 10:04 p.m. Monday, Dec. 23, in the 300 block of Arsenal Street with disorderly conduct.
Mr. Gilligan is accused of “intentionally obstruction vehicular traffic in the 300 block of Arsenal Street by running into the eastbound lane and forcing multiple vehicles to slam on their brakes and perform unsafe lane changes in order to avoid striking him,” at about 9:53 p.m. Monday, according to court documents.
He is summoned to appear Jan. 9 in City Court.
