WATERTOWN, NY — Kevin B. Youmans, 18, of 542 Cooper St., Apt. 3, Watertown, was charged by Watertown police at 4:47 p.m. Thursday, May 24, in the 100 block of W. Lynde Street with disorderly conduct. Police said he continued to yell despite numerous requests to quite down. “The yelling caused a group of adults and children playing basketball outside in the 600 block of Cooper Street to become alarmed and annoyed,” according to court documents. He was being held on $100 police bail pending arraignment in City Court, police said.
