STOCKHOLM —Â On Saturday, May 20, 2023, around 5:00 p.m., State Police responded to a UTV personal injury accident on Skinnerville Road in the town of Stockholm, St. Lawrence County.
The preliminary investigation has determined Steven F. Dow, age 36, and passenger Kristie Jo Dow, age 34, both of Potsdam, NY, were traveling south on Skinnerville Road, town of Stockholm, on a 2021, Honda Talon UTV. Steven lost control of the UTV causing it to roll over, troopers said. Kristie was pronounced deceased on scene. While interviewing Steven, an odor of alcohol beverage was emanating from his breath. Steven submitted to SFSTs on scene which he subsequently failed, troopers said. Steven was arrested and transported to SP Canton.
Steven was charged with Vehicular Manslaughter in the second-degree, Driving While Intoxicated, and issued an unregistered motor vehicle ticket. He was arraigned in the Town of Stockholm Court where he was released on his own recognizance and given a return court date of June 21, 2023.
State Police were assisted at the scene by the local fire and rescue responders as well as the St. Lawrence County Coroner.
This is still an ongoing investigation.
