Watertown Police Department:
Kyle M. Prouty, 27, of 17120 County Route 53, Lot 1, Dexter, was cited by Watertown police at 10:22 p.m. Monday, Aug. 6, in Thompson Park with unlawful possession of marijuana. Police said marijuana was located in the center console of his vehicle. He is summoned to appear Aug. 22 in City Court.
Nelson A. Hall, 30, of 5531 Trastevere Rd., Clay, was charged by Watertown police at 12:39 a.m. Tuesday, Aug. 7, in the 100 block of S. Massey Street with third-degree aggravated unlicensed operation, failure to obey a traffic device, suspended registration and no insurance. He is summoned to appear Aug. 29 in City Court.
Cape Vincent Village Police Department:
The Cape Vincent Police Department is currently in possession of a bucket of workman’s tools that were located along the side of State Route 12E near the Stone Quarry Road in the town of Cape Vincent sometime around June 20, 2018. The tools were turned over to police while investigating an unrelated incident.
Anyone that believes these tools may belong to them are encourage to contact police at (315) 654-3400 and leave a message referencing case number #18CV00075. You will be contacted and asked to provide a full description of the tools to verify ownership.
Oswego County Sheriff’s Office:
On 8/5/18 at 6:56 a.m., Dwayne D. Meeks, 36, of 517 Olive St., Watertown, NY was arrested based on a Bench Warrant issued by Watertown City Police following a traffic stop on I-81 South in the Town of Richland. Mr. Meeks was transported and turned over to Watertown PD for further processing.
On 8/3/18 at 9:53 a.m., Danny J. Hollenbeck, 48, of 113 Flood Drive, Fulton, NY was arrested for Course of Sexual Conduct Against a Child, second-degree, a class D Felony; 2 counts of Sexual Abuse, first-degree, a class D Felony; and Endangering the Welfare of a Child, a class A misdemeanor stemming from the investigation into incidents that occurred between January 2017 and July 4, 2018 where he allegedly engaged in acts of sexual contact with the victim under the age of 11. Mr. Hollenbeck was arraigned by Hon. Judge Kio in the Town of Volney Court and remanded to the OCJ with no bail.  Mr. Hollenbeck is scheduled to return to Town of Volney Court on 8/6/18.
On 8/3/18 at 9:31 a.m., Jessie L. Thomas, 45, of 866 County Route 30, Altmar, NY was arrested based on a parole warrant. Â Mr. Thomas was turned over to the Department of Parole for further processing.
On 8/3/18 at 4:35 p.m., Brian J. Keagle, 33, of 4950 Elm St., North Rose, NY was arrested for Menacing third-degree, a class B misdemeanor following the investigation into an incident that occurred in the Town of Volney where he allegedly entered a camper, poured water on the victim and yelled obscenities at them. Mr. Keagle is scheduled to appear in the Town of Volney Court on 8/20/18.
On 8/4/18 at 1:55 a.m., Margaret J. Haynes, 47, of 173 West Seneca St., Oswego, NY was arrested based on a Bench Warrant issued by Mexico Town Court. Ms. Haynes was arraigned in the Palermo Town Court and remanded to OCJ on $500 cash or $1,000 bond with a return to Mexico Town Court on 8/7/18.
On 8/4/18 at 7:33 p.m., Jaime G. Baitsell, 60, of 104 Whittemore Rd, Oswego, NY was arrested for DWI; Operating MV with BAC .08 of 1% and Crossing Road Hazard Markings following an investigation into a property damage accident in the Town of Scriba. Ms. Baitsell is scheduled to answer the charges on 8/9/18 in the Town of Scriba Court.
On 8/4/18 at 10:25 p.m., Martin J. Higgins, 36, of 224 Fourth St. South, Apt 2., Fulton, NY was arrested based on a Bench Warrant issued out of the Town of Granby Court. Mr. Higgins was arraigned in the Town of Granby Court and remanded to the OCJ with no bail. Mr. Higgins is scheduled to return to Town of Granby Court on 8/6/18.
On 8/5/18 at 5:23 p.m., Larry A. Majors, 42, of 324 Frost Ave., Rochester, NY was arrested for Unlawful Possession of Marihuana following a traffic stop on County Route 20 in the Town of Minetto. Mr. Majors was issued an appearance ticket and is scheduled to answer the charges in Minetto Town Court on 9/5/18.
On 8/1/18 at 3:25 p.m., Jeremy T. Smith, 18, of 374 CR 51A, Oswego, NY was charged with Registration Suspended following a traffic stop on CR 176 in the Town of Volney. Mr. Smith is scheduled to answer the charge on 8/13/18 in the Town of Volney Court.
On 8/1/18 at 4:47 p.m., James T. Murphy, 29, of 207 Baum Rd., Hastings, NY was charged with AUO, second-degree (13 scoffs on 6 dates); No License; False Inspection Certificate; Operating MV w/o Inspection Certificate; Broken Glass and Unauthorized Stickers following a traffic stop on CR 12 in the Town of Hastings. Mr. Murphy was arraigned in the Town of Hastings Court and released after posting $1,500 cash bail. He is scheduled to return to court on 9/5/18.
On 8/2/18 at 9:05 p.m., Amy J. Smith, 36, of 38 Birch Lane, Bldg. 42, Apt. D, Oswego, NY was charged with False Inspection Certificate following a traffic stop on Bridge Street in the City of Oswego. Ms. Smith is scheduled to answer the charge on 8/16/18 in the City of Oswego Court.
On 8/3/18 at 12:15 a.m., Roschell D. Jones, 23, of 409 Cherry Street, Syracuse, NY was charged with AUO, second-degree (10x with 9 on 6 dates) and Speeding following a traffic stop on West 1st Street South in the City of Fulton. Mr. Jones is scheduled to answer the charges on 8/16/18 in the City of Fulton Court.
On 8/3/18 at 9:31 a.m., Amanda J. Chilson, 29, of 24 Private Dr. 2, Fulton, NY was arrested for Torturing or Injuring Animals/Failure to Provide Sustenance, a class A misdemeanor of the Agricultural and Markets Law following the investigation into an incident that occurred in July 2018 in the Town of Volney where she allegedly knowingly deprived two canines with proper sustenance(food and drink) when she left them locked in a residence with extremely high temperatures for an extended period of time, resulting in the death of one dog. Ms. Chilson is scheduled to answer the charge on 8/27/18 in the Town of Volney Court.
On 8/5/18 at 5:07 p.m., Chad E. Merrills Sr., 37, of 1816 US Rt 11, Hastings, NY was arrested for Criminal Trespass, second-degree, a class A misdemeanor following the investigation into an incident that occurred in July 2018 when he allegedly moved his belongings into a residence that is owned by another individual and he has no legal rights to. Mr. Merrills is scheduled to answer the charge on 10/3/18 in the Town of Hastings Court.
On 8/6/18 at 12:08 p.m., Christian Wing, 20, of 12 Airport Rd., Apt. 2, Fulton, NY was arrested for Criminal Obstruction of Breathing, a class A misdemeanor following a domestic dispute in the Town of Granby where he allegedly placed a belt around the victim’s neck. Mr. Wing was arraigned in the Town of Granby Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to court on 8/13/18.

Susan M. Brownell, 56, of 143 Murray St., Cape Vincent, was charged by Lewis County sheriff’s deputies at 7:18 p.m. July 28 at 7958 Cobb Road in the town of Harrisburg with second-degree harassment. Deputies said they responded to a reported domestic incident and learned Brownell allegedly caused unwanted physical contact with another family members. She is summoned to appear in Harrisburg Town Court at a later date. Deputies were assisted by state police.

Michael S. Floetenmeyer, 52, Adams Center, was charged by state police at 12:05 p.m. Monday, Aug. 6, with driving while intoxicated following a one-vehicle accident on County Route 155 in the town of Watertown. Troopers said two people were injured. Further details were not provided including his blood alcohol content. He is summoned to appear in Town of Watertown Court.
Cedric O. Kitto, 23, Sackets Harbor, was charged by state police at 3:08 a.m. Sunday, Aug. 5, on Route 3 in the town of Henderson with driving while intoxicated, speeding, failure to attach sticker to motor vehicle and no inspection certificate. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in Henderson Town Court.
Herbert T. Kempkes, 78, West Leyden, was charged by state police at 6:32 p.m. Saturday, Aug 4, on Route 12D in the town of West Turin with driving while intoxicated, speeding and operating an unregistered motor vehicle. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in West Turin Town Court.
Jack C. Benney, 40, Alexandria Bay, wa charged by state police at 7:10 p.m. Saturday, Aug. 4, at 43341 State Route 12, town of Alexandria, with second-degree criminal contempt. He is summoned to appear in Alexandria Town Court. Troopers did not provide further details.
Amanda B. Schaff, 20, Cortland, was charged by state police at 3:00 p.m. Saturday, Aug. 4, on Route 12E in the town of Cape Vincent with second-degree introduction of contraband into a prison and unlawful possession of marijuana.
Tarynn E. Moore, 30, Yonkers, was charged by state police at 3:00 p.m. Saturday, Aug. 4, on Route 12E in the town of Cape Vincent with second-degree introduction of contraband into a prison.
Richard J. Gebo, 48, Watertown, was charged by state police at 7:20 p.m. Monday, Aug. 6, at 21341 County Route 202, town of Watertown, with two felony counts of fourth-degree grand larceny. He was held for arraignment, troopers said. Further details were not provided.
Joseph R. Whitfield, 31, Sandy Creek, was charged by state police at 3435 Maple Ave. in Pulaski with felony counts of second-degree burglary, fourth-degree grand larceny and second-degree criminal possession of a weapon. He was held for arraignment in Sandy Creek Town Court.
