Watertown Police Department:

Charles W. Howard Jr., 51, homeless, Watertown, was charged by Watertown police at 10:10 p.m. Sunday, April 28, at 134 Union St. with third-degree criminal mischief, a felony, and second-degree criminal trespass, a misdemeanor. Mr. Howard is accused of damaging an exterior door belonging to Jacob Johnson, Watertown, when he broke out a window with a rock causing $600 worth of damage and unlawfully entered an apartment at about 9:49 p.m. Sunday at 134 Union St., Apt. 3, according to court documents. He was being held pending arraignment April 29 in City Court.

Justin M. West, 25, of 217 Keyes Ave., Apt. 5, Watertown, was charged by Watertown police at 10:11 p.m. Saturday, April 27, at 10 Public Square with falsely reporting an incident. Mr. West reported to Jefferson County 911 that he had been assaulted at Whistler’s Tavern and requested a ride home while knowing in fact that the incident did not occur at about 9:59 p.m. Saturday, according to court documents. He is summoned to appear May 15 in City Court.

Jason D. Clacks, 45, of 23342 State Route 37, Room 25, Watertown, was charged by Watertown police at 6:10 p.m. Saturday, April 27, at the Metro-Jefferson Public Safety Building with second-degree criminal contempt. Mr. Clacks is accused of intentionally writing a letter to Melissa Gosier on April 15 after being advised in court of a mandated stay-away order of protection issues by City Court, according to court documents. He was being held pending arraignment in City Court.

Bruce D. House, 43, Gouverneur, NY
Arrested at 12:27 PM for endangering the welfare of a child. Defendant drove a 16 year old child to Hyde Park, NY which is approximately a five hour drive south of Gouverneur and dropped the child off at a person’s residence whom the 16 year old met online, police said. The defendant did this without the child’s guardian’s permission. The defendant was arrested and issued an appearance ticket returnable to the Town of Gouverneur Court.

Arrested at 3:46 PM for criminal possession of stolen property fifth-degree. The defendant was in possession of three stolen gold wedding rings in the Village of Gouverneur, police said. The defendant took the stolen property from Gouverneur to Pawn King in Evans Mills, police said. The defendant was arrested and given an appearance ticket returnable to the Gouverneur Town Court.

Charged at 5:36 PM for unnecessary smoke following a traffic stop on Clinton Street.  Subject issued a uniform traffic ticket returnable to the Town of Gouverneur Court.

Ross A. Chamberlin, 36, Gouverneur, NY
Arrested at 7:56 PM for petit larceny (2 counts). Defendant stole two bottles of anti-diarrheal medication worth $4.75 a piece on two separate times on 04/19/19 from the Dollar General store in Gouverneur, police said. Defendant was arrested and given appearance tickets returnable to the Gouverneur Town Court.

Kristen L. Kulp, 38, Gouverneur, NY
Arrested at 8:51 PM for driving while intoxicated-prior conviction and driving w/BAC of .08% or higher-prior conviction. Defendant struck the Dollar General store with her red 2011 Kia Forte causing damage to the building, police said.  Upon investigation of the accident it was found the defendant was intoxicated by alcohol. Defendant was arrested and transported to the Gouverneur Police Department for processing. Defendant was then found to have a BAC of 0.10%. police said. Defendant was also found to have a prior conviction of driving while intoxicated in 2012 in New York. Defendant was given uniform traffic tickets for the Gouverneur Town Court.

Arrested at 5:06 PM for criminal possession of stolen property fifth-degree and conspiracy sixth-degree. The defendant was in possession of three stolen gold wedding rings in the village of Gouverneur, police said. The defendant took the stolen property from Gouverneur to Pawn King in Evans Mills New York with a co-defendant Trevor L. Martin, police said. The defendant was arrested and given an appearance ticket returnable to the Gouverneur Town Court.

The defendant took the stolen property from Gouverneur to Pawn King in Evans Mills New York. The defendant was arrested and given an appearance ticket returnable to the Gouverneur Town Court.

Jonath D. Miller, 28, of 9409-D Langdon Dr., Fort Drum, was charged by Jefferson County sheriff’s deputies at 3:38 a.m. Sunday, April 28, on Boyer Circle in the town of LeRay with aggravated driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Deputies did not provide his BAC. He is summoned to appear May 13 in LeRay Town Court.

Javed Ali, 36, of 119 LaGuardia Place, Sackets Harbor, was charged by Jefferson County sheriff’s deputies at 9:33 p.m. Sunday, April 28, on Interstate 81 in the town of Pamelia with first-degree aggravated unlicensed operation, driving while intoxicated, unsafe lane change. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Deputies did not provide his BAC. He is summoned to appear May 16 in Pamelia Town Court.
