Watertown Police Department:

Donald C. Hutt, Jr., 44, of 1018 Huntington St., lower apt., Watertown, was charged by Watertown police at 6:37 p.m. Thursday, July 28, in the 200 block of Factory Street with fifth-degree criminal possession of stolen property, a misdemeanor. Mr. Hutt is accused of possessing a stolen blue GT bicycle, police said. He is summoned to appear Aug. 16 in City Court.

Evan U Heard, 23, of 10138 4th Armored Div. Dr., Apt. 201, Fort Drum, was charged by Watertown police at 8:25 p.m. Thursday, July 28, in the 100 block of Eastern Boulevard with third-degree aggravated unlicensed operation of a motor vehicle and a brake light violation. He was released to military custody and summoned to appear Aug. 9 in City Court.

Kristi Lee Simmons, 46, of 436 East Ave., Watertown, was charged by Watertown police at 1:35 p.m. Thursday, July 28, at her residence with first-degree falsifying business records, a felony, and petit larceny, a misdemeanor. Ms. Simmons is accused of causing a false entry into business records on June 3 at Recre’s Bike Shop, 138 Court St., by having a third person cash a check for $150 which had already been mobile deposited on April 18, according to court documents. She is summoned to appear Aug. 11 in City Court.

Betty J. MacLachlan, 48, of 280 E. Main St., Apt. B, Watertown, was charged by Watertown police at 3:00 pm. Wednesday, July 27, in the 300 block of Prospect Street with third-degree aggravated unlicensed operation of a motor vehicle, no inspection and driving without a license. She is summoned to appear Aug. 9 in City Court.

Abbigale Victoria Sparacino Cole, 18, of 435 S. Hycliff Dr., Apt. 609A, was charged by Watertown police at 4:59 p.m. Wednesday, July 27, at 435 S. Hycliff Dr. with two counts of endangering the welfare of a child and two counts of second-degree harassment. She is accused of punching a 16-year-old in the face and a 13-year-old in the left side of the head during an altercation at about 4:42 p.m. July 27, according to court documents. She is summoned to appear Aug. 17 in City Court.

Derion L. Tabor, 18, of 435 S. Hycliff Dr., Apt. 609A, Watertown, was charged by Watertown police at 5:18 p.m. Wednesday, July 27, at 435 S. Hycliff Dr. with disorderly conduct. He allegedly threatened to fight several people causing several police officers to intervene, according to court documents. “This includes the defendant making threats to snap the neck of a female within the group,” police wrote. He is summoned to appear Aug. 10 in City Court.

Elon K. Rowlee, 57, Clayton, was charged by state police at 11:37 a.m. Thursday, July 28, with second-degree criminal contempt, a misdemeanor, in connection with an incident reported 3:03 p.m. July 27 in the town of LeRay. Troopers did not provide further details of the arrest.

Patrick J. Martin, 34, Watertown, was charged by state police at 12:40 p.m. Thursday, July 28, in the city of Watertown with falsely reporting an incident, a misdemeanor, in connection with an incident reported July 10:00 a.m. July 28 in the town of Lorraine. Troopers did not provide further details of the arrest.

William G. Reddick, 58, Gouverneur, was charged by state police at 10:45 p.m. July 28 in the town of Rossie with first-degree operation of a motor vehicle while ability impaired by drugs and seventh-degree criminal possession of a controlled substance, a misdemeanor. He is summoned to appear in court at a later date.
