Watertown Police Department:
Keola L. McDonald, 48, of 344 Keyes Ave., Watertown, was charged by Watertown police at 7:54 p.m. Saturday, April 23, at Save A Lot, 1851 State St., with petit larceny, resisting arrest and second-degree harassment. Ms. McDonald is accused of stealing a package of steaks valued at $29.36 when she concealed the package in her jacket and passed all points of sale with out attempting to pay for the merchandise at about 7:38 p.m. Saturday, according to court documents. She allegedly struck a 45-year-old male store employee several times in his head with closed fists and her shoe, police said. She additionally pulled her arms away from officers and refused to provide her hands for handcuffing, they said. She is summoned to appear April 28 in City Court.
Christopher M. Skidmore, 49, of 19361 County Route 47, Carthage, was charged by Watertown police at 2:50 a.m. Sunday, April 24, in the 500 block of LeRay Street with second-degree aggravated unlicensed operation of a motor vehicle, seventh-degree criminal possession of a controlled substance, unsafe turn/failure to signal, no signal/flashers, suspended registration and false inspection certificate. Mr. Skidmore is accused of possessing cocaine in his vehicle during a traffic stop, police said. He is summoned to appear May 13 in City Court.
Randall J. Bell, 50, of 35033 Eddy Road, Lot 35, Theresa, was charged by Watertown police at 3:36 a.m. Sunday, April 24, in the 900 block of W. Main Street with seventh-degree criminal possession of a controlled substance, a misdemeanor. Mr. Bell was a passenger in a vehicle and allegedly possessed cocaine and a white crystal substance in his pants pocket that rendered a positive test for methamphetamine at about 2:24 a.m. April 24 in the 500 block of LeRay Street, according to court documents. He is summoned to appear May 13 in City Court.
Warren S. Grange, 28, of 785 Oswego Ave., Apt. 785, Fort Drum, was charged by Watertown police at 9:41 p.m. Sunday, April 24, in the 1100 block of Franklin Street with common law driving while intoxicated, refusal to take a breath test, failure to keep right and imprudent speed following a one-vehicle accident. Police said Mr. Grange was traveling northwest in the 1000 block of Franklin Street when the 2020 Cadillac sedan he was operating went to the left side of the roadway and struck a National Grid pole. The car continue northwest leaving a trail of debris and fluids and came to rest near the intersection of Franklin and S. Pleasant streets, according to accident report. No injuries were reported. He was released to military custody and summoned to appear May 13 in City Court.
Todd J. Docteur, 58, of 609 Thompson St., Watertown, was charged by Watertown police at 9:32 a.m. Sunday, April 24, in the 600 block of Thompson Street with second-degree obstruction of governmental administration, a misdemeanor. Mr. Docteur is accused of preventing officers from effecting his arrest by shutting and locking his door then refusing to exit his home after being advised there was a warrant for his arrest at about 7:25 a.m. Saturday, April 23, at 609 Thompson St., according to court documents. He was also cited for having an expired vehicle inspection, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday evening in CAP Court in the lobby of the Metro-Jefferson Public Safety Building.
Billi Jo Clark, 37, of 1018 Bronson St., Watertown, was charged by Watertown police on Sunday night, April 24, in the 1000 block of Bronson Street with second-degree obstruction of governmental administration, a misdemeanor. “While being arrest for a municipal code violation 205-4, Clark refused to give her information and walked away from uniformed police officers, impairing their duties from affecting said municipal violation arrest,” at about 9:58 p.m. Sunday at 1016 Bronson St., according to court documents. She is summoned to appear May 13 in City Court.

Jefferson County Sheriff’s Office:
Daniel E. Miller, 37, of 78 Spencer St., Gouverneur, was charged by Jefferson County sheriff’s deputies at 3:34 p.m. Friday, April 22, at Lowes, 20828 State Route 3, town of Watertown, with fourth-degree criminal possession of stolen property, a felony. Mr. Miller is accused of possessing a 2016 Chevrolet Cruz motor vehicle which had been reported stolen in the town of DeWitt, according to court documents. He was arraigned and CAP Court and ordered held at the Jefferson County jail.
