Watertown Police Department:
Helder L. Ferreira, 45, of 78 Sunnycrest Road, Trumbull, CT, was charged by Watertown police at 12:00 a.m. Saturday, Oct. 22, in the 400 block of Factory Street with common law driving while intoxicated and driving the wrong way on a one-way street. Police said he refused a check test to determine his blood alcohol content. He is summoned to appear Nov. 10 in City Court.
Michael S. Shephard, 41, of 406 Brainard St., Watertown, was charged by Watertown police at 2:40 a.m. Sunday, Oct. 23, at 406 Brainard St. with first-degree criminal contempt, a felony, and second-degree harassment. Mr. Shephard is accused of violating the terms of a refrain-from Family Court order of protection when he grabbed the face of Shelby Powless by her face, neck and chest during a domestic incident at about 2:07 a.m. Sunday at 406 Brainard St., according to court documents. He was being held pending arraignment Sunday morning in City Court.
Gabrielle E. Hand, 26, of 383 E. Main St., Apt. 5, Watertown, was charged by Watertown police at 12:02 a.m. Monday, Oct. 24, in the 400 block of VanDuzee Street with third-degree aggravated unlicensed operation of a motor vehicle and a headlight violation. She is summoned to appear Nov. 14 in City Court.
   
Town of Webb Police Department:
Bryce A. Brown, 24, Whitesboro, was charged by the Town of Webb Police Department at 7:53 p.m. Oct. 22 on Railroad Avenue with driving while intoxicated and operating a vehicle on a sidewalk. He is summoned to appear in court at a later date.
On Oct. 23, 2022, at approximately 5:30 p.m. Town of Webb Police and Old Forge Fire and EMS were dispatched to Route 28 near the hamlet of McKeever for a one-car personal injury accident. The operator, Zheyuan Zheng, 22, of 801 E. State St., Ithaca, was travelling southbound on Route 28 and no paying attention to the road, police said. The vehicle veered to the right and struck multiple guiderails then exited the roadway, went off the shoulder and into a group of trees. The driver and two passengers in the vehicle were transported to St. Elizabeth’s Hospital in Utica for non-life threatening injuries.
On Friday, Oct. 21, 2022, at 9:38 p.m. the Town of Webb Police Department, Old Forge Fire Department and Old Forge Ambulance were dispatched to a reported one-vehicle rollover on State Route 28 near the Delaware Road intersection. Upon arrival it was determined that the pickup truck had not rolled over but had left the shoulder of the roadway into a ditch and then came to rest after making impact with some large rocks along same with significant front-end damage and airbag deployment to the 2019 Ford F-150. Webb police responded immediately to find that the operator of the vehicle had fled the scene. The following day the owner/operator of the truck, Kim R. Konecny, 67, of 116 Daikers Heights, Old Forge, came to the report the accident to police and admitted that he left the scene after swerving to avoid a raccoon, police said. Konecny was released on uniform traffic tickets for speed not reasonable and prudent, open container of alcohol in a motor vehicle, moved from lane unsafely and two counts of unsafe/bald tires. Konecny is scheduled to return to the Town of Webb Court on Nov. 15.

William J. Compeau, 38, Adams, was charged by state police at 3:18 a.m. Saturday, Oct. 22, in the town of Watertown with first-degree aggravated unlicensed operation of a motor vehicle, a felony, and aggravated driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide his BAC. Mazur is summoned to appear in court at a later date.
Ziggy D. Mazur, 51, West Leyden, was charged by state police at 2:33 a.m. Sunday, Oct. 23, in the town of West Turin with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Adrianna R. Gabbert, 22, Fort Drum, was charged by state police at 4:46 p.m. Saturday, Oct. 22, in the town of LeRay with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. Gabbert is summoned to appear in court at a later date.
Dakota J. Marzano, 28, Watertown, was charged by state police at 9:06 a.m. Oct. 21 in the city of Watertown with second-degree criminal contempt, a misdemeanor, in connection with an incident reported Sept. 1 in the town of Watertown. Troopers did not provide further details of the arrest.
Kevin C. Hanson, 29, North Lawrence, was charged by state police at 11:03 a.m. Oct. 22 in the town of Lawrence with second-degree criminal possession of a weapon, a felony, and seventh-degree criminal possession of a controlled substance. Troopers did not provide further details of the arrest.
On October 20, 2022. Troopers arrest Brittany A. Miller, 30, Gouvernuer, NY for CPCS seventh-degree, controlled substance in non-original container, and multiple traffic tickets. On Oct. 20, 2022, around 7:44 a.m., troopers responded to Smith Road in the town of Fowler for an accident. An investigation determined a black Chevrolet Silverado, with no one in the vehicle, was sideways after striking a tree in a yard on Smith Road. The driver was identified as Miller and was observed walking away from the scene by Parole Officer McConnell. She was transported back to the scene by the Parole Officer, searched and drug paraphernalia was located. Miller was charged with Criminal Possession of Controlled Substance 7th, Controlled Substance in Non-Original Container, Vehicle and Traffic Law 1180/A – Speed Not Reasonable Prudent, Vehicle and Traffic Law 509/1 – Unlicensed Operator, Vehicle and Traffic Law 375/35C – Unsafe Tires, and Vehicle and Traffic Law 600/01A Operator Leaving the Scene of a Property Damage Accident.
