Watertown Police Department:
Cydayne S. Holt, 21, of 936 Franklin St., Watertown, was charged by Watertown police at 5:31 p.m. Sunday, Oct. 2, at his residence with first-degree criminal contempt, a felony, and second-degree harassment. Mr. Holt is accused of violating the terms of an order of protection when he spit in the face of the protected party, Laura J. Sample, 44, during a domestic incident in their home, according to court documents. He was held for arraignment in CAP Court.
Montario Q. Jones, 37, of 1221 Boyd St., Watertown, was charged by Watertown police at 11:25 p.m. Sunday, Oct. 2, in the 100 block of Breen Avenue with third-degree aggravated unlicensed operation of a motor vehicle and a headlight violation. He is summoned to appear Oct. 19 in City Court.

Madison E. Kloster, 19, of 127 N. School Str., Carthage, was charged by Jefferson County sheriff’s deputies at Sept. 27 at 33449 State Route 3 in the town of Champion with third-degree and second-degree criminal mischief, both felonies. Kloster is accused of taking a knife to a 2006 Ford F-350 causing a scratch down the driver’s side and passenger side, a scratch on the rear tail gate and broke the tip off the driver’s side headlight causing $3,954 worth of damage at about 9:00 a.m. Sept. 27, according to court documents. She is also accused of damaging an iPhone 13 belonging to Jacob P. Bruce and valued at $1,000, deputies said. She was arraigned in CAP Court and released on her own recognizance.
Anthony M. Gallo, 24, of 36421 Penet Square Dr., town of Orleans, was charged by Jefferson County sheriff’s deputies at 1:15 p.m. Sept. 29 at Agway, 20410 State Route 411, town of Orleans, with petit larceny, a misdemeanor. He is accused of stealing a knife and flashlight from Agway at about 12:30 p.m. Sept. 29, according to court documents. He is summoned to appear in court on Oct. 18.
Ryan E. Scott, 38, of 141 E. Broadway, Cape Vincent, was charged by Jefferson County sheriff’s deputies at 7:47 a.m. Sunday, Oct. 2, at State Routes 12E and 180 with operating a motor vehicle on a suspended registration. She was also arrested on a bench warrant, deputies said. Scott was arraigned in CAP Court and released.

On Oct. 2, 2022, troopers arrested Michael J. Farrell, 58 of Ogdensburg, NY for Criminal Possession Weapon fourth-degree, Reckless Endangerment first-degree, and Menacing second-degree. On Oct. 2, 2022, around 8:30 p.m., troopers responded to Gilmour Road in the town of Morristown, for a domestic dispute involving a rifle. An investigation determined Farrell was highly intoxicated, having a verbal argument with the victim which led him to grabbing a rifle, troopers said. Farrell was making threatening remarks and shot off rounds near the victim, troopers said. Farrell surrendered and was taken into custody by law enforcement. Farrell was arrested and transported to SP Ogdensburg for processing. He was arraigned in Morristown Town Court and released on his own recognizances. He is to reappear in the Town of Morristown Court on a later date in October.
