Watertown Police Department:

Jordan C. Pierce, 36, of 133 S. Orchard St., Watertown, was charged by Watertown police at 7:40 p.m. Tuesday, Sept. 8, in the 100 block of S. Orchard Street with fifth-degree criminal possession of a controlled substance, a felony, and third-degree criminal possession of a weapon, a felony. Mr. Pierce accused of possessing a dagger in his front left waist band, police said. He is also accused of possessing methamphetamine, digital scales and packaging materials, according to court documents. Police said he was previously convicted of fifth-degree criminal possession of a controlled substance to sell on Jan. 27, 2020, in Jefferson County Court. He was additionally arrested on a bench warrant and held for arraignment.

Michael A. Kell Jr., 31, of 32 Maywood Terrace, Watertown, was charged by Watertown police at 10:07 a.m. Tuesday, Sept. 8, at his residence with third-degree assault, a misdemeanor. Mr. Kell is accused of striking Jamie L. Thorne in his nose with an elbow causing the nose to bleed and have prolonged pain at about 9:15 a.m. Tuesday, according to court documents. “The defendant continued to strike the victim in the face with a closed fist causing the bottom lip to bleed,” police wrote. Mr. Kell was being held pending a video arraignment.

Jonathan E. Melendez, 35, of 15615 Eimicke Place, Bldg. 5, Apt. 2, Watertown, was charged by Watertown police at 4:36 p.m. Monday, Sept. 7, at his residence, with first-degree criminal contempt, a felony. Mr. Melendez is accused of violating the terms of a stay-away order of protection when he sent the protected party a friend request on social media at about 2:45 p.m. Sept. 7, according to court documents. “The defendant has previously been convicted of criminal contempt in the first degree on Sept. 8, 2015, in Jefferson County Court,” police wrote. He was held for a video arraignment.

 

   

Black River / Evans Mills Village Police Department:

Justin H. Levensailor, 23, Rome, was observed by Black River / Evans Mills police at 1:38 p.m. Tuesday, Sept. 8, operating a 2013 Honda sedan on LeRay Street in Evans Mills speeding 43 mph in a 30-mph zone with excessive window tint on the front side windows. “A check of his license showed three active suspensions. One for administrative action by DMV and two failure to answer summons,” police said. He was charged with third-degree aggravated unlicensed operation and excessive window tint. He is ordered to appear in November in LeRay Town Court. The vehicle was driven from the scene by a licensed driver.

Carthage Village Police Department:

Micah K. Houppert, 28, of 716 Phalen Dr., Copenhagen, was charged by Carthage police at 1:10 p.m. Tuesday, Sept. 8, at 120 S. Mechanic St. with second-degree menacing and second-degree unlawful imprisonment. Mr. Houppert is accused of displaying and holding a knife to the stomach of a woman while making threats at about 5:30 p.m. June 18 at 305 State St., according to court documents. He is additionally accused of physically restraining the woman and prevent her free movement and ability to leave the apartment during the incident, police said. He is summoned to appear Sept. 14 in City Court.

New York State Police:

Christopher W. Conklin, 41, Watertown, was charged by state police at 8:00 p.m. Monday, Sept. 7, in the town of Champion with aggravated driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. He is summoned to appear in Champion Town Court at a later date.

Kimberly A. Mattice, 38, Canton, was charged by state police at 1:00 p.m. Monday, Sept. 7, in the town of Watertown with petit larceny. Troopers did not provide further details of the arrest. She is summoned to appear in town of Watertown Court at a later date.
