Watertown Police Department:
Bailey M. Decker, 24, of 30 1/2 Church St., Philadelphia, was charged by Watertown police at 11:22 p.m. Wednesday, April 19, in the 200 block of Arsenal Street with fourth-degree grand larceny, a felony, and third-degree aggravated unlicensed operation, a misdemeanor. Ms. Decker is accused of stealing a 2012 GMC Sierra 1500 belonging to Colby Jones, 22, at about 10:00 p.m. April 19 at 539 Cross St., according to court documents. She is summoned to appear May 3 in City Council.

St. Lawrence County Sheriff’s Office:
Jacob A. Houmiel, 41, Potsdam, was charged by St. Lawrence County sheriff’s deputies on April 16 with aggravated driving while intoxicated and speed not reasonable or prudent. Deputies said the charges stem from the investigation of a personal injury accident on Feb. 23 in the town of Potsdam. Deputies did not provide his blood alcohol content. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear in court at a later date.
Richard A. Lillie, 43, Edwards, was charged by St. Lawrence County sheriff’s deputies on April 16 with three counts of second-degree criminal contempt, a misdemeanor, and three counts of aggravated family offense, a felony. “It was found that Lillie mailed three letters to a protected party of a no contact order of protected while confined at the St. Lawrence County Correctional Facility,” deputies wrote. He was arraigned before Canton Town Justice Morgan and ordered held without bail.

Miguel A. Harvey, 24, of 2435 Alexandra Meadows, Watertown, was charged by Jefferson County sheriff’s deputies at 4:43 p.m. April 15 at 15734 Eimicke Place, Building 2, Apt. 106, town of Watertown, with second-degree criminal contempt, a misdemeanor. Mr. Harvey is accused of entering the home of his mother, Lisa R. Harvey, and refused to leave in violation of a stay-away order of protection at about 4:43 p.m. April 15, according to court documents. He was arraigned in CAP Court and ordered held without bail.

Jacquelyn R. Pettit, 35, Watertown, was charged by state police at 10:54 p.m. Monday, April 17, in the town of Hastings with felony driving while intoxicated and felony first-degree aggravated unlicensed operation of a motor vehicle. Troopers did not provide further details of the arrest. She is ordered to appear in court at a later date.
Caleb M. Herrera, 23, Watertown, was charged by state police at 4:36 p.m. Wednesday, April 19, in the town of LeRay with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. He is summoned to appear in court at a later date.
Joshua R. Ralston, 39, Sandy Creek, was charged by state police at 8:09 p.m. Tuesday, April 18, in the town of Sandy Creek with second-degree criminal contempt, a misdemeanor. Troopers did not provide further details of the arrest.
Kimberly A. Martin, 46, Gouverneur, was charged by state police at 11:13 p.m. Monday, April 17, in the town of LeRay with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. She is summoned to appear in court at a later date.
Jessica R. Brown, 32, Watertown, was charged by state police at 11:13 p.m. Monday, April 17, in the town of LeRay with fourth-degree grand larceny, a felony. Troopers did not provide further details of the arrest. She is summoned to appear in court at a later date.
A 14-year-old Lacona resident was charged by state police at 10:28 a.m. Tuesday, April 18, with third-degree criminal mischief, a felony. Troopers did not provide further details of the arrest.
