Watertown Police Department:
Andre V. White, 35, of 600 Lillian St., Apt. 4, Watertown, was charged by Watertown police at 12:14 a.m. Tuesday, July 26, at 21 Maywood Terrace with fourth-degree criminal mischief, a misdemeanor. He is accused of throwing a shovel at a windshield on a 2014 Ford Escape belonging to Joel Ruiz, 29, Watertown, causing a large crack at about 11:53 p.m. Monday, July 25, at 186 E. Main St., according to court documents. He was also arrested on a bench warrant and held for arraignment Tuesday morning in City Court.
Andre V. White, 35, of 600 Lillian St., Apt. 4, Watertown, was charged by Watertown police at 12:14 a.m. Tuesday, July 26, at 21 Maywood Terrace with criminal obstruction of breathing or blood circulation, a misdemeanor, and second-degree harassment. Mr. White is accused of throwing and pushing his girlfriend, Rochelle Howard, 37, to the ground twice during a domestic incident at about 11:00 p.m. July 25 at 600 Lillian St., Apt. 4, according to court documents. He is additionally accused of straddling her on the floor and applied pressure with both of his hands around her neck for 10 to 15 seconds causing her to have difficulty breathing, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Tuesday morning in City Court.
Nichole L. Eves, 41, of 112 Court St., Apt. 1, Watertown, was charged by Watertown police at 7:17 p.m. Monday, July 25, at 588 W. Prospect St. with petit larceny, a misdemeanor. Ms. Eves is accused of stealing $152.70 worth of merchandise at about 2:30 p.m. July 20 at Kinney Drugs, 1729 State St., according to court documents. She is summoned to appear Aug. 12 in City Court.
Muhaimin E. Muhammad, Jr., 22, of 1620 Huntington St., Apt. F4, Watertown, was charged by Watertown police at 10:49 a.m. Monday, July 25, at the Metro-Jefferson Public Safety Building with second-degree possession of a forged instrument, a felony, and petit larceny, a misdemeanor. He is accused of possessing a fraudulent check created to simulate a paycheck from Pine Cleaners issued in the amount of $511.10 and cashed the check at Piggly Wiggly food store, 1330 Washington St., at about 12:45 p.m. June 7, according to court documents. He was held for arraignment Monday afternoon in City Court.
Joshua A. Murdock, 39, of Hinds Road, Watertown, was arrested by Watertown police at 8:42 p.m. Monday, July 25, at the Metro-Jefferson Public Safety Building on a bench warrant. He was held for arraignment in CAP Court.

Domestic dispute leads to two arrests
St. Lawrence County sheriff’s deputies charged Rebecca L. Earle and Takisha L. Charleson with Criminal Contempt in the second-degree after investigating a report of a domestic incident that occurred on County Route 57 in the town of Hopkinton. The investigation revealed that Earle and Charleson each violated a “no contact” order of protection by unlawfully communicating with and unlawfully entering the residence of the protected party, deputies said. Both Earle and Charleson were released and issued appearance tickets to appear in Hopkinton Town Court on a later date.
Canton man charged with failure to register
St. Lawrence County sheriff’s deputies charged Jeffery R. Sakowski with failure to register as a sex offender after investigating a complaint in the town of Canton. Sakowski had not been living at his registered address for over six months, deputies said. Sakowski was arraigned in front of Judge Morgan in Canton Town Court and held at the St. Lawrence County Correctional Facility.
Oswegatchie woman charged following search warrant
Michaela L. Mann and was charged by St. Lawrence County sheriff’s deputies with Unlawful Manufacture of Methamphetamine 2nd Degree following a search warrant on her residence. Mann was found to be in possession of Solvents, Chemical Reagents, and lab equipment with the intent to use them to manufacture Methamphetamine, deputies said. Mann was arraigned in Canton Town Court in front of Judge Morgan and released to appear in Oswegatchie Court at a later date. The St. Lawrence County Sheriff’s Office was assisted by the St. Lawrence County Drug Task Force, New York State Police Contaminated Crime Scene Emergency Response Team, New York State Department of Corrections and Community Supervision, and United States Border Patrol.
