Watertown Police Department:

James W. Heise, 56, of 1030 Arsenal St., room 305, Watertown, was charged by Watertown police at 10:00 p.m. Monday, March 28, at the Metro-Jefferson Public Safety Building with endangering the welfare of a child, a misdemeanor. Mr. Heise is accused of leaving a 7-year-old girl unsupervised for several hours on Monday afternoon at Adirondack Efficiencies, 1030 Arsenal St., room 305, according to court documents. He is summoned to appear April 6 in City Court.

Nickolas C. Sarantis, 45, of 301 Main St., Apt. B, Antwerp, was arrested at 3:35 p.m. Monday, March 28, at the Metro-Jefferson Public Safety Building on two bench warrants, according to the Watertown Police Department. He was being held pending arraignment Monday evening in CAP Court.

Tessa L. Renfro, 43, of 723 Franklin St., Apt. 4, Watertown, was arrested at 11:44 p.m. Monday, March 28, at 925 W. Main St. on a bench warrant, according to the Watertown Police Department. She was being held pending arraignment Tuesday morning in City Court.

Potsdam man charged following domestic incident
The St. Lawrence County Sheriff’s Office charged Shaun C. Deon with fifth-degree arson, two counts of fourth-degree criminal mischief, and second-degree harassment, after investigating a Domestic Incident that occurred in the Town of Potsdam. Deon damaged a blanket by means of fire, using a propane torch. Deon also subjected his victim to physical contact, taking her phone away, preventing her from making a 911 call, deputies said. Deon was arraigned in front of Honorable Morgan of Canton Town Court and released on his own recognizance. Deon is set to appear in the Town of Potsdam Court at a later date. A stay away order of protection was issued to the victim.

Heuvelton man charged with disorderly conduct
St. Lawrence County Sheriff’s Deputies charged Kolby J. Farrell with Disorderly Conduct after receiving a report of a man wearing a large knife on his belt at the Heuvelton Central School, deputies said. Farrell was taken into custody and released with an appearance ticket for Oswegatchie Town Court at a later date.

Hermon woman charged following domestic
St. Lawrence County Sheriff’s Deputies charged Angel M. Dafoe with Menacing in the Second Degree and Criminal Possession of a Weapon in the Fourth Degree after investigating a report of a domestic incident in the Town of Hermon. Dafoe was found to have threatened to stab another individual with a weapon, deputies said. She was arraigned in front of Judge Velez of Hermon Town Court and released on her own recognizance. A “no harass” order of protection was issued in favor of the victim.

Update March 28, 2022:  The suspects arrested in Pakistan are identified as Muhammed Arslan Saeed and Kamal Anwar.

Original release:

The State Police today announced that an investigation into the suicide of a St. Lawrence County teenager has resulted in the arrest of two subjects by the Federal Investigative Agency of Pakistan.

On March 3, 2021, State Troopers responded to a residence in Lisbon for a reported suicide by an 18-year-old female.  An investigation determined that the female, Shylynn Dixon, had shared nude photographs with a subject online who then attempted to blackmail her by threatening to post and then posting the photos on social media sites.

Investigative work by Troop B in conjunction with the Federal Bureau of Investigation determined that the Facebook account used to blackmail Dixon originated from Pakistan. The FBI shared the case information with its legal attache in Pakistan, and it was then shared with law enforcement, leading to the arrests.

The identity of one of the suspects is Sohail Khan of Rawalpindi. The identity of the second subject is not known.

The State Police would like to acknowledge the efforts of its members, the FBI, Homeland Security Investigations, and the US Attorney’s Office for the Northern District of New York for their work on this case.
