Watertown Police Department:
Alexander R. Nicklaw, 37, of 228 Sterling St., Apt. 3, Watertown, was charged by Watertown police at 1:32 a.m. Wednesday, Sept. 21, in the 700 block of Lawrence Street with third-degree criminal possession of a weapon, a felony. Mr. Nicklaw is accused of possessing metal knuckles and was previously convicted of seventh-degree criminal possession of a controlled substance on July 21, 2021, according to court documents. He was being held pending arraignment Wednesday morning in City Court.
Jonathan M. Belden, 37, of 25791 NYS Route 37, Apt. 103, Watertown, was charged by Watertown police at 11:23 a.m. Tuesday, Sept. 20, at his residence with second-degree aggravated harassment, a misdemeanor. Mr. Belden is accused of contacting Kevin D. Burgenstock, 48, via telelphone and left a voicemail message threatening to murder him at about 8:43 a.m. Tuesday, Sept. 20, at 250 Arsenal St., according to court documents. He was held for arraignment in City Court.
Dalten L. England, 23, of 737 Coffeen St., upper apt., Watertown, was charged by Watertown police at 12:42 p.m. Tuesday, Sept. 20, at 737 Coffeen St. with second-degree criminal contempt, a misdemeanor. Mr. England is accused of violating the terms of a City Court stay-away order of protection when he was at the residence of the protected party, Natalie R. Hubbard, at about 12:30 p.m. Tuesday at 737 Coffeen St., according to court documents. He was held for arraignment Tuesday afternoon in City Court.
Ronald J. Chapman, Jr., 36, homeless, was charged by Watertown police at 1:48 p.m. Monday, Sept. 19, at 336 W. Main St. with second-degree criminal contempt, a misdemeanor. Mr. Chapman is accused of violating the terms of an order of protection when he was found with the protected party, Nichole L. Ross, 33, at about 1:25 p.m. Monday at 336 W. Main St., Apt. 309, according to court documents. He was held for arraignment in City Court.
Brandon M. Conway, 31, homeless, was charged by Watertown police at 5:22 p.m. Monday, Sept. 19, at 813 Bigham Ave. with second-degree counts of criminal trespass and obstruction of governmental administration, both misdemeanors. Mr. Conway is accused of entering 132 N. Rutland St. without permission at about 5:00 p.m. Monday and then fled from officers who were attempting to question him, according to court documents. He is summoned to appear Oct. 10 in City Court.
Amanda R. Lacombe, 34, homeless, was charged by Watertown police at 5:22 p.m. Monday, Sept. 19, at 605 State St. with third-degree criminal possession of a controlled substance, a felony, and second-degree criminal trespass, a misdemeanor. She is accused of entering 132 N. Rutland St. without permission at about 5:00 p.m. Sept. 19, according to court document. She was allegedly found in possession of 46 glassine envelopes containing fentanyl/heroin which was packaged and a quantity consistent with the sale of fentanyl/heroin at about 5:22 p.m. Monday at Jreck Subs, 605 State St., police said. She was held for arraignment in CAP Court.
Alycia G. Parson, 19, of 651 Olive St., Apt. 1, Watertown, was charged by Watertown police at 6:50 p.m. Monday, Sept. 19, in the 200 block of Mill Street with second-degree criminal contempt, a misdemeanor. Ms. Parson is accused of violating the terms of a stay-away order of protection when she went to the residence of the protected party, Stephanie S. Campbell, and had a verbal argument at about 2:00 p.m. Sept. 15 at 2473 Alexandra Meadows, according to court documents. She was held for arraignment in CAP Court.
William A. Phillips, 38, of 345 Factory St., Apt. 4, Watertown, was arrested at 7:15 p.m. Tuesday, Sept. 20, in the 400 block of Factory Street on a bench warrant, according to the Watertown Police Department. He was held for arraignment in CAP Court.
Richard J. Nier, 34, homeless, was arrested at 7:00 p.m. Tuesday, Sept. 20, in the 100 block of Parker Street on a bench warrant, according to the Watertown Police Department. He was held for arraignment in CAP Court.
Brock W.R. Archer, 29, of 12 Pleasant St., Edward, was charged by Watertown police at 3:10 p.m. Monday, Sept. 19, in the 100 block of Stone Street with third-degree aggravated unlicensed operation of a motor vehicle, failure to stop for a school bus and failure to stop for a red light. He is summoned to appear Oct. 7 in City Court.

Andy L. Mattice, 29, Dexter, was charged by state police at 4:02 p.m. Tuesday, Sept. 20, in the village of Dexter with aggravated driving while intoxicated. A blood alcohol content of 0,08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
Carrie J. Narrow, 43, Clayton, was charged by state police at 4:58 p.m. Tuesday, Sept. 20, in the town of Watertown with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. Narrow is summoned to appear in court at a later date.
James D. Forney, 38, Philadelphia, was charged by state police at 9:29 p.m. Tuesday, Sept. 20, in the town of Philadelphia with third-degree assault, a misdemeanor. Troopers did not provide further details of the arrest.
Chad D. Loomis, 39, Brasher Falls, was charged by state police at 12:25 a.m. Wednesday, Sept. 21, with first-degree criminal contempt, a felony, in connection with an incident reported 6:09 a.m. Tuesday, Sept. 20, in the town of Brasher. Troopers did not provide further details of the arrest.
