Watertown Police Department:

Melissa A. Leone, 29, of 446 Dimmick St., Watertown, was charged by Watertown police at 10:06 p.m. Thursday, Nov. 15, in the 200 block of Mechanic Street with felony aggravated DWI under Leandra’s Law and imprudent speed. Her blood alcohol content was 0.20 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Police said she had an 11-year-old girl as a passenger during the traffic stop. She posted $500 police bail and was released. She is summoned to appear Dec. 5 in City Court.

Kennedy F. Smiley, 54, of 214 Clinton St., Watertown, was charged by Watertown police at 10:15 p.m. Wednesday, Nov. 14, at 214 Clinton St. with fifth-degree criminal possession of stolen property. He is accused of possessing a pack of Golden Eagle cigarettes belonging to Carol Kane, 75, in his coat pocket at about 9:18 p.m. Wednesday at Transitional Living Services, 214 Clinton St., according to court documents. He is summoned to appear Dec. 5 in City Court.

Marta P. Miller, 28, of 309 Mill St., Apt. 406, Watertown, was charged by Watertown police at 6:20 p.m. Thursday, Nov. 15, in the 400 block of Coffeen Street with seventh-degree criminal possession of a controlled substance and fourth-degree criminal possession of marijuana. She is accused of possessing eight pills of Vicodin and 2.9 ounces of marijuana. She is summoned to appear Dec. 5 in City Court.

Brittany A. Blane, 29, of 496 Newell St., Apt. 206, Watertown, was charged by Watertown police at 6:20 p.m. Thursday, Nov. 15, in the 400 block of Coffeen Street with fourth-degree criminal possession of marijuana. She is accused of possessing 2.9 ounces of marijuana. She is summoned to appear Dec. 5 in City Court.

Oswego County Sheriff’s Office:

On 11/1/18 at 5:25 a.m., Scott E. Bartle, 48, of 128 North Street, Mexico, NY was operating a 1998 Ford pickup east on CR 4 in the Town of Palermo attempting to make a left-hand turn onto SR 3 when the vehicle collided with a 2017 Ford traveling north and being operated by Stephen M. Raymond, 43, of 4647 SR 3, Fulton, NY.  Mr. Bartle was issued a UTT for Failure to Yield the Right of Way.

On 11/14/18 at 5:15 p.m., a 16-year-old male residing in the Town of Hannibal was charged with Juvenile Delinquency, for an act if committed by an adult would constitute the charge of Criminal Mischief, 4th degree, a class A misdemeanor.  The male is accused of damaging items in the victim’s residence during a domestic dispute.  The male and his parent were issued Juvenile Appearance Tickets directing them to contact the Oswego County Probation Dept.

On 11/14/18 at 7:57 p.m., Zackery R. Allen, 18, of 114 CR 30A, Williamstown, NY was operating a 2003 Pontiac east on SR 104 in the Town of Williamstown, 350 feet east of Happy Valley Rd., when he reportedly lost control causing the vehicle to exit the roadway and strike a utility pole.  Mr. Allen was issued a UTT for Driving Across Hazard Markings.  Mr. Allen reportedly fell asleep.

On 11/15/18 at 9:35 a.m., Melissa J. Webster, 36, of 280 Cherry Street, Apt. 1, Oswego, NY was arrested for Welfare Fraud, 3rd degree and Grand Larceny, 3rd degree, both class D felonies stemming from an investigation conducted by the Oswego County Dept. of Social Services with her allegedly receiving services from 7/1/12-11/30/13 due to not reporting incomes received.  Ms. Webster was arraigned in the Town of Parish Court and is scheduled to return to the Town of Mexico Court on 11/20/18.

On 11/15/18 at 7:11 p.m., Jonathan M. Sheary, 19, of 48 Nestle Dr., Oswego, NY was operating a 2004 Dodge pickup south on CR 25 in the Town of Oswego, .37 miles north of CR 20, when he reportedly lost control causing the vehicle to exit the west side of the roadway and strike some bushes then a garage at 817 CR 25, Oswego, NY.  Mr. Sheary was issued a UTT for Driving Across Hazard Markings.  Unsafe speed and slippery road conditions seem to have been contributing factors.

Jefferson County Sheriff’s Office:

Donald J. Dilworth, 71, of 41561 Kehoe Tract Road, Clayton, was charged by Jefferson County sheriff’s deputies at 1:06 a.m. Thursday, Nov. 15, at Route 12 and May Irwin Road in the town of Clayton with driving while intoxicated, speeding 75 mph in a 55-mph zone and failure to keep right. His blood alcohol content was 0.12 percent, deputies said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear Dec. 4 in Clayton Town Court.

Donald L. Mattison, 43, of 29139 Wilson Point Circle, Cape Vincent, was arrested by Jefferson County sheriff’s deputies at 7:29 p.m. Wednesday, Nov. 14, at his residence on a fugitive from justice warrant issued out of Tennessee.

New York State Police:

On Nov. 15, 2018, at approximately 4:21 p.m., state police responded to a residence on Dodds Road in the town of Gouverneur for a report of a domestic dispute. An investigation revealed that Michael E. Brossoit, 22, of Gouverneur, took the victim’s cell phone and threw it onto the ground causing it to break.  Brossoit then menaced the victim with an ax and threatened her, troopers said. Brossoit also shoved the victim onto the floor causing the victim to sustain bruises on her right elbow and left knee, troopers said. Brossoit was arrested and charged with third-degree assault, fourth-degree criminal mischief, fourth-degree criminal possession of a weapon, and second-degree menacing, all class A misdemeanors. Brossoit was arraigned in the Town of Gouverneur Court. An order of protection was issued.  Brossoit was remanded to the St. Lawrence County Correctional Facility in lieu of $500 cash bail  or $1,000 bond.
