Controversial local developer Philip J. Simao has installed a new billboard on his property in the 500 block of Factory Street in Watertown. Mr. Simao is an outspoken opponent of mayoral candidate Jeffrey M. Smith and current Mayor Joseph M. Butler, Jr.
Mr. Smith is running against businesswoman Allison C. Crossman and City Councilman Cody J. Horbacz to become the next mayor of Watertown.
Election day is Tuesday, Nov. 5.
