Staff member at a developmental disabilities residential facility is arrested on assault charges

LOWVILLE, NY —  Deborah S. Cannan, 63, Lowville, was charged by state police at 11:00 a.m. Friday, Aug. 7, with third-degree assault and second-degree endangering the welfare of a physical/disabled person, both class “A” misdemeanors.

Cannan, an IRA (Individualized Residential Alternative) worker, is charged with physically pushing an elderly male resident, causing him to fall into a bookcase, during an argument at the residential facility located at 5331 Dayan Street in the village of Lowville on July 13, 2020, troopers said.

The victim was transported by ambulance to the Lewis County Emergency Room for internal injuries.

Cannan was issued an appearance ticket and is scheduled to appear Aug. 25 in Lowville Village Court.
