Watertown man accused of choking woman during domestic incident, police say

WATERTOWN, NY —  Joseph J. Suarez, 22, of 719 Griffin St., Watertown, was charged by Watertown police at 7:49 p.m. Thursday, May 28, at 719 Griffin St. with criminal obstruction of breathing or blood circulation and second-degree harassment.

Mr. Suarez is is accused of grabbing Jennafer Fogarty, 22, by her neck with both hands and used his thumbs to prevent her from breathing or calling for help during a domestic incident at about 7:20 p.m. Thursday, according to court documents. He is additionally accused of grabbing her upper arms causing bruises, police said.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment in City Court.
