WATERTOWN, NY — Dicarlo S. Howard, 29, of 717 Lawrence St., Watertown, was charged by Watertown police at 11:48 p.m. Wednesday, June 20, in the 700 block of Lawrence Street with driving while intoxicated, failure to keep right and refusal to take a breath test.
He is ordered to appear July 11 in City Court.
