Watertown woman charged with endangering the welfare of five children

WATETOWN, NY —  Heather A. Eckhard, 37, of 251 Stone St., Apt. 2, Watertown, was charged by Watertown police at 12:25 a.m. Saturday, June 20, at her residence with endangering the welfare of a child.

Ms. Eckhard is accused of acting in a manner injurious to the physical, mental and moral welfare of five children, ages 15, 13, 8, 4 and 2, when she allowed the children to live in unsanitary and deplorable conditions,” according to court documents.

She is summoned to appear Sept. 22 in City Court.
