WATERTOWN, NY — Hailey S. Dean, 19, Watertown, was charged by Watertown police at 8:19 p.m. Monday, May 14, in the 100 block of N. Rutland Street with disorderly conduct. She is accused of yelling in the street and ignoring several requests to stop, according to court documents. She is summoned to appear May 23 in City Court.
